At present, under the government vigorously promoted, China's higher vocational education development coincided with the shortage of skilled technical personnel. However, due to a late start, the difficulties and challenges are even greater than those in Western countries. Higher vocational education is facing difficulties in student's enrollment and employment, and many other real bottlenecks. In order to alleviate the labor market employment pressure, to give the components of China's higher education system full play, and seize opportunities to continually improve the system, then build a vertical accessibility, cross-cutting education system with adult education and general education. Australia's higher vocational education system is a multi-level, open educational system, based on competency-based (Competency-Based Training, referred to as CBT); linked by a unified national qualifications framework; contented with training packages; protected by Australia's strict Quality Training Framework; with flexible TAFE Colleges as the main training institutions. Through the analysis of Australia's higher vocational education system, reflecting on our higher vocational education system have far-reaching practical significance.This paper consists of the introduction and four parts:Introduction introduces the reason of this topic, research ideas, research status, and key concepts were defined; The first part of this paper start with construction of the historical development on Australia's higher vocational education system; The second part through the study the effectiveness of four components of the Australian higher vocational education the system, realized the overall higher vocational education system's functioning, then through analysis to identify the basis of their competency-based system; The third part is further analyzed characteristics of the Australian higher vocational education system, mainly discussed from three aspects:the high level of openness of the system at internal and external participation and communication; the high degree of participation in curriculum development, evaluation and active participation with industries; far-ranging bridging mechanism of this system, for instance, the horizontal and vertical communication mechanism of the overall higher education vocational system; The fourth part through comparative analysis with our country status, proposed construct an open, flexible system of higher vocational education advice and inspiration.
