| The rapid development of the social economy and the rapid advancement of urbanization have not only widened personal income gaps between rural and urban residents,but also between urban residents.Compared with urban ordinary families,urban low-income families have difficulties in housing and medical care and need corresponding social assistance.Due to family poverty,young children,as important members of a family,also face multiple development dilemmas in various aspects such as living,emotion and education,which requires intervene and help from social work.W institution has undertaken many social work service projects for the youth,and has received support from local community residents and civil affairs department since its establishment,so it has a strong representation in social service work.This paper takes W institution as a case to analyze social service procedure for low-income families,explore the unsatisfactory aspects of the institution during their service,and finally propose corresponding solutions.The study finds that W institution has formed its own service advantages in multiple project services,Firstly,it realizes the diversity of service resources by linking university resources,secondly,it pays attention to media campaigns to improve the credibility of the service target and their parents,and expand the influence of the organization to the society.Finally,it keeps communicate with the relevant leaders of the project in the landing community,promote the standardization of the project operation process according to the past service experience,and forms the service experience that can be popularized and replicated.However,the institution also has some flaws in the process of project operation.Firstly,problems like the lack of institutional management,and insufficiencies of effective incentives resulting in unclear division of staff responsibilities and obvious tendency of social workers to be"administrative"that hurt the enthusiasm of front-line social workers and volunteers.Then,pre-service research is insufficient,and different projects tend to have the same design and hereby cause the solidity of the content.Thirdly,implementation of the project is weak,which include not only operation of the project relies heavily on the purchaser’s funds,service process is not promoted on time and quality,and activities are carried out at same time but also evaluation system of project is not perfect,evaluation targets of daily activities are poorly representative,supervision is not strict,the evaluation interval is too long,and there is no effective reward and punishment for the evaluation results.Finally,institution which has insufficient effective incentives for professional workers and volunteers,and lacks systematic training for them,result in serious staff loss and difficulty in further upgrading service skills.In response to these deficiencies,this paper puts forward some views on improving the social work service for teenagers from low-income families.First of all,based on the social work policies and regulations promulgated by the relevant government departments,institution should improve and implement its personnel management system and work performance system,so as to achieve an effective division of labor among personnel,thereby improving the service effectiveness of social workers.Secondly,departments should implement multi-level demands evaluation and enrich service content.On the one hand,based on information provided by the government and the community and data from field visits and investigations,social work organizations can fully understand the individual and family situation of young people by establishing a dynamic personal information database and updating information in time.On the other hand,it should incorporate teenagers’parents into scope of services including providing employment information for parents of teenagers,carrying out employment training,and improving their employment competitiveness.at the same time,guiding teenagers to respect the elderly and filial piety,and creating a good atmosphere of intergenerational communication.Thirdly,institution actively broadens the channels of funds,establishes the project operation management system,and supervises effective operation of the project.At the same time,it should develop a scientific and long-term evaluation mechanism,including improving representativeness of daily evaluation objects,establishing a dynamic tracking evaluation model of secondary evaluation and irregular evaluation,improving the process of project audit and submission,and improving the transparency of project implementation.Finally,institution should expand its propaganda efforts,tighten the recruitment threshold of professional social workers,improve the professionalism of the team,regularly train social workers and volunteers,and build a stable learning platform to enhance the adaptability and diversity of their service methods and skills,social workers themselves should also pay attention to accumulation and summarize experience in practical activities and give effective feedback to the organization.At the end of this thesis,this paper discusses and summarizes the main content of the research,and analyzes flaws of the article. |
