Study On "Cliff" Phenomenon In Transition Of Social Work Service Projects

Since 2010,shenzhen started the construction of community service centers.In2011,it has realized the full coverage of community service centers in more than 700 communities in the city,forming a community governance pattern of one community and one center.According to the government purchase requirements,the community service center of the whole city implements the model of bidding once every three years and bidding once every year,which inevitably leads to the project handover of social work service projects due to bidding and other reasons.This paper,taking shenzhen P area by changing the project handover as an example,through the form of questionnaire investigation,case interview to some contradictions and problems arising from the project handover,thus it is concluded that because of the short cycle of project rotation,the transfer mechanism is not sound reasons to cause the whole project system in some "cliff" effect.Through the demonstration,it is concluded that the expectation of service purchasers to improve the quality of social work service projects through tendering and bidding fails to reach this conclusion.At the same time,the author puts forward some opinions and Suggestions from the perspective of various participants,which can make the handover of social work service projects service-oriented and continue the service better through standardized handover procedures.It is hoped that through the author’s research,more people can understand some disadvantages of project rotation due to imperfect mechanism and so on,so as to promote all parties to improve the project rotation cycle and specific handover system.
