The Study Of The Bidding Management Of Repair Project In Qinhuangdao Institute Of Technology

Maintenance engineering project management in colleges and universities is an important part of university logistics management. Because of the fully funded, good reputation, make the maintenance project has became the focus of the construction enterprise bidding, and provides a great space for the selection of construction enterprises, and offer the prerequisite for the construction project bidding and tendering smoothly. QIT was established in2001, it is located in Beidaihe, covers an area of708mu, building area of nearly200000square meters. The sea winds blow gently in Beidaihe, it also has a moisture laden air, a lot of infrastructures continuous aging after nearly10years using. The maintenance projects have became more and more, funds also increased. To fully guarantee the rational use of funds to ensure the high quality of maintenance, build an effective bidding mode, and ensure the smooth implementation of the bidding scheme is becoming to a reality problem.Firstly, this thesis is based on engineering project bidding related theories. Secondly, elaborates the present situation of maintenance engineering project bidding status of Chinese universities and college, and points out the existing problems in bidding activities from different aspects, analyze the reasons. Thirdly, on the basis of the analysis of the above-mentioned problems, including the choice of bidding organizational form, perfect prequalification system and improve the evaluation index system as the main contents, then establish the new maintenance project bidding management system in QIT, and proposes the establishment of "trinity" bidding mechanism of management organization, strengthening contract risk management, improving the bidding activities supervision and internal audit mechanism and supporting measures. Finally, through analyzing some concrete cases, evaluates the real operation effect of the new system of bidding management.
