Shengli Education has a glorious history of over 40 years. During the past forty years, it has not only solved the educational problems of the children of Shengli Oilfield staff, but also made its own contribution to the development of the local economics.SINOPEC, SLOF, Shandong Province government and Dongying City government assigned the agreement in 2004, according to which, the schools attaching to SPAB were handed over to Dongying City government before April,2005.And the years 2005-2007 will be regarded as the transition period.The handover is both a chance and a challenge to Shengli Education. The writer chose 280 teachers who were from the junior high schools lying in Dongying City, Binzhou City, Jinan City and Yantai City as the objects , using questionnaire and interview method .During the research, the writer made a survey of the teachers'attitudes to the handover, their attachment and pressure as well as suggestions to school management. After the survey, the writer found out that most teachers are short of attachment after the handover and the cohesion of quite a lot of schools has been affected, meanwhile, their pressure of living and work grew up. All of them hope to get a harmonious and stable working environment and most teachers don't think they have been used to the management of the local government. They're not so satisfied with the salary and title system. Of course, this kind of situation brings lots of difficulties to the management of teachers.Under the direction of related theories, the writer advises that the managers should help the teachers know more about the local government and integrate the education resources in Dongying district, so as to reestablish the teachers'attachment. The managers should help the teachers ease their pressure, carry out the follow-up policy as soon as possible to reduce the teachers'actual difficulties. In order to reduce the teachers'pressure, the managers should guide their teachers to renovate their knowledge and establish a harmonious school management system to set out the teachers'subjective initiative .The managers should make a good use of the stimulation of salary and title system and establish a better school culture, so that the teachers will be able to get used to the life after the handover, and make more contributions to the development of Shengli Education and Dongying City.
