At present,the information technology represented by the Internet is constantly integrating with the human society,and the channels for public disseminating information are more diverse,including but not limited to forums,micro-blogs,live broadcasts and self-media.With the increase of information transmission channels,the data information in cyberspace presents a blowout phenomenon,and the network public opinion formed by these information becomes the true portrayal of society in cyberspace.It can be said that the network public opinion has become a key reference factor for enhancing the relationship between government and the public.At the same time,the scientific response to network public opinion has become a new driving force for further government governance innovation.The tax-related network public opinion,refers to all the views and opinions expressed by the public on tax-related work through the network,including tax policies,tax-related hot events,tax authorities and their personnel,etc.The sum of the public opinions reflects the daily work of the taxation authorities,especially the grass-roots taxation authorities.Through the study of the tax-related network public opinion,we can analyze the shortcomings of the current grass-roots tax authorities and the reasons for the conflict.However,due to the lack of intuitive understanding of the speed and influence of the Internet by some grass-roots tax personnel,the grass-roots tax authorities have not equipped the corresponding monitoring system,which has increased the probability of public opinion incidents on the tax-related network,and seriously affected the timely response of the tax authorities to the network public opinion.The emergence of negative tax-related public opinion in the cyberspace has seriously damaged the overall image of the tax authorities.It also have exposed the problems such as the lack of workers,the unclear procedure and other issues.Therefore,how to further strengthen the ability of dealing with the network public opinion and the response measures,has become a new subject that the grass-roots tax authorities have to face.This paper was written based on the research of two-level communication theory and public crisis management theory,it analyzes the status of the tax authorities' response to the network public opinion,and through in-depth analysis of the response to the network public opinion of the tax authorities in H District of C City,the reasons for the occurrence of the network public opinion,the impact and the relevant tax authorities.This paper analyzes the ways of dealing with it,and points out that there are many factors that cause the publicopinion on tax-related network.In addition the relationship between tax department and public are various,besides the tax authorities and taxpayers,the level of economic is also influenced the relationship.Then the corresponding suggestions are put forward from the aspects of system revision,hardware configuration,team building and so on.
