A Probe Into The Motivation Of Chinese Football Association Reform

As the forerunner of China's sports reform,the reform of Chinese football association is systematic,involves many fields and has great influence.There is no precedent to follow.The exploration of the reform is also full of obstacles and controversial by public opinions.The Chinese football association is also the first association to materialize.Through unremitting efforts,the materialization of the football association has taken a great step and made great progress,but there are also many problems.At present,China football association is the only single sports association with independent development,independent management and independent supervision.This paper sorts out the reform process of Chinese football association in order to provide references for the Chinese football association to constantly improve its own construction.This paper adopts the methods of literature review,expert interview and logical analysis to study the reform of Chinese football association.After sorting out the reform process of the Chinese football association,the reform of the Chinese football association is divided into three stages by dividing the two major events--hongshankou conference in1992 and decoupling of the Chinese football association in 2015 : The first stage: the isomorphism between Chinese football association and government agencies(1955-1991);The second stage: the isomorphism stage between Chinese football association and football sport management center(1992-2014);The third stage: decoupling stage between China football association and general administration of sport(2015-present).On this basis,the author analyzes the motivation for the reform of Chinese football association,which mainly includes the following aspects: the fundamental requirements for the reform of economic system and political system,the needs for the transformation of government functions,the needs for the realization of the new development of sports and the goal of making China a strong sports country,and the needs of the masses for the development of football.In addition,through the reform of the association,the main promotion effect is reflected in the following aspects: the promotion effect on the Chinese football association itself and the promotion effect on the management system reform.Its insufficiency mainly lies in: the non-system reform,the policy rupture as well as after the football movement management center revocation personnel allocation question.In addition,difficulties and obstacles are inevitable in the reform of Chinese football association,which are mainly reflected in the restriction of traditional cultural factors,planned economy system and unclear definition of its role and nature.Therefore,the author puts forward several path choices: to establish a multi-governance structure of collaborative governance;Improve thepolicy guarantee for the reform of Chinese football association;The change of leadership makes the leadership of the association more representative;Further promote the transformation of government functions;Perfect and perfect association competition and self-discipline mechanism.In addition,the author puts forward corresponding Suggestions in the system of joint conference,development environment,international exchange,site facilities construction and talent team training.
