The convening of the 18 th National Congress marked the beginning of a new era in China's socialism.The contradiction between the people's huge demand for quality education and the serious shortage of quality education resources has become increasingly acute.The current important tasks in the field of compulsory education are: to solve the problem of insufficient development imbalance in the compulsory education stage,and to promote the balanced development of compulsory education.The group education of primary and secondary education has emerged in this context,which is conducive to alleviating practical problems such as“choosing school difficulties”and“making good school difficulties”.In the process of the management of primary and secondary education groups,the rational division and implementation of internal management functions is the key to running a primary and secondary education group.Only a correct understanding of internal management functions can promote the healthy and orderly development of primary and secondary education groups.Therefore,this study takes the internal management function of primary and secondary education as the research object,and strives to provide constructive suggestions for improving and perfecting the internal management functions of primary and secondary education groups,and then to promote the fair and balanced development of compulsory education and promote the basic education level.This research follows the research paradigm from the ought to the actual,and then carries out theoretical research,empirical research,comparative research and countermeasure research.This study mainly uses literature,interviews and questionnaires.From the theoretical level,it explains the connotation and extension of the "administrative functions of primary and secondary education groups";analyzes the basis and trend of the transformation of the internal management functions of China's primary and secondary education groups;constructs the framework of internal management functions that should be ought;Based on the framework system,we examine the actual situation of the internal management functions of China's primary and secondary education groups,find out the problems and shortcomings,and analyze the existing reasons.Combining the horizontal comparative study,sum up the characteristics and experience of the internal management functions of foreign primary and secondary education groups.The enlightenment to China;finally put forward countermeasures and suggestions to improve the internal management functions of China's primary and secondary education groups.This study finds that "the internal management function of primary and secondary education group" is the function or function that the internal management of primary and secondary education group has and realizes,including the function of the internal management function,the ability to realize the internal management function and the process of realizing the internal management function.Through factor analysis,this study constructs a framework of internal management functions of primary and secondary education groups,including strategic leadership function,professional leadership function and resource enabling function.The questionnaire survey shows that there are some problems in the strategic guiding function of primary and secondary education groups,such as the lack of the main body of group planning,the insufficient implementation of the planning,and the imperfect decision-making constraints.There are some problems in the function of professional guidance,such as unbalanced content of group professional guidance,traditional means of professional guidance,and lack of group platform management system.There are some problems in the function of resource enabling,such as the main way of rigid coordination,single incentive means and lack of unified cultural concept output.In view of the above problems,the internal management functions of primary and secondary education groups should be based on the actual situation of the education groups and encourage the participation of multiple subjects in formulating development plans.Attach importance to the junction and intersection of the group,and deeply implement the group's development plan;To construct a scientific and democratic way of decision-making;Balanced design and step-by-step implementation of professional leading content;Innovate the way of group's specialty leading;Relying on information technology to build the group platform management system;Establishing an effective new coordination system integrating institutions,personnel and systems;The establishment of targeted,multi-form incentives;Construct the group "connotation" cultural concept,and improve the quality and validity of the group culture.
