The "Outline of the national medium-and long-term education reform and development plan" in the year of 2010 clearly pointed out the positive development and popularization of pre-school education."The State Council on the current development of pre-school education in a number of views" also pointed out that the public welfare and general benefits of pre-school education.This is the first time to put forward the concept of "beneficial kindergarten",and actively encourage and support the active construction of beneficial kindergartens.Based on the theory of fairness and justice,this paper emphasizes the support of system theory to the investigation,analysis and collation of the whole research,and strengthens the important role of management theory in this research.Questionnaire survey method,assisted by interview method for the Si Ping of the construction of the beneficial kindergartens survey,the main contents are as follows:The first chapter is introduction.This chapter describes the construction and development of preschool education and beneficial kindergartens.This paper summarizes the contents of the research on the general beneficial kindergartens at home and abroad,and then combs out the research ideas and methods.The second chapter is about the conceptual and theoretical basis on construction present situation of Generally Beneficial Kindergartens.This section focuses on the general benefits,to define the basic concepts of general benefit and beneficial kindergarten,to explore its economic source and basic characteristics,to analyze the distinction between the normal kindergartens and the beneficial kindergartens and the features,classifications and basic principles of the construction,and to John Rawls the theory of fairness and justice,the system of education,The theory of educational management is the theoretical support of this research.The third chapter is research on construction present situation of Generally Beneficial Kindergartens.This chapter is the empirical research part,through the questionnaire investigation and the interview to the Si Ping kindergarten's principal,the teacher,the parentsthree groups carries on the investigation,from the education quality,the fund income and expenditure,the teacher rights,the management level four aspects presents the general beneficial kindergarten construction reality and the question.The fourth chapter is problems of inclusive beneficial kindergarten development.Based on the investigation results,this chapter summarizes the present situation and analyzes the existing reasons from the aspects of cognition,input,teachers and management system.The fifth chapter is recommendations and measures on construction present situation of Generally Beneficial Kindergartens.In the light of the above problems and reasons,this paper puts forward four pertinent suggestions on the basis of the actual development of the beneficial kindergartens from the approved assessment standards,the improvement of education quality,the diversification of funds,the determination of the charging standard,the strict admittance of teachers,the protection of teachers ' rights and interests,scientific normative management,Improving management effectiveness.Conclusion.This chapter summarizes the contents of this study,reflects the shortcomings of the study and looks forward to the future.
