With the rapid development of China's economic society and wide application of internet,various kinds of network media,such as micro-blog,we-chat,BBS etc,come along successively.Since the internet takes advantages over convenience,promptness,elusiveness,openness and other aspects,network media has become an important channel for most people to obtain information and an essential method to express their opinions.According to Q3 Micro-blog Financial Report in 2017,up to September2017,the number of daily active users of Micro-blog client-end is 165 million in total,rising 25% from the same period last year;the number of monthly active users reaches 376 million,rising 27% from the same period in 2016,among which users of mobile terminal accounts for 92%.With the constantly deepen of fiscal and tax system reform,the public gradually pay more attention to taxation,the conflicts caused by excessive tax,unfair tax,tax service and other topics are rising continuously,through the fast transmission of internet,it has become tax-related network public sentiment,which brings harmful effect on taxation.This paper takes SAT(State Administration of Taxation)Dali Bai Autonomous Prefecture Tax Bureau system as an example,adopting literature research method,case investigation method,field interview method,comparative analysis method and other research method,referring to a great amount of materials include public sentiment,network public sentiment,the response and management of tax-related network public sentiment.By learning the history and actual condition of the tax-related network public sentiment in Dali Prefecture tax system thoroughly,studying on the events of tax-related network public sentiment and typical cases of Dali Prefecture tax system from the year 2014 to 2017,in-depth analyzing on the problems and deficiencies exist in the process of response and management,which mainly reflected in the following aspects: first,it is hard to control the expansion of public opinion;second,the crisis response is seriously lag behind;third,the cross-department communication is impeded.Next,the paper explores the subject and objective reasons of these problems and deficiencies;and it comes up with suggestions on how can tax department strengthen the management of tax-related network public sentiment based on the above analysis.First of all,active defense,setting precaution and control network for network public sentiment.First,seek forthe signs by network monitoring;second,insist on civilized law enforcement;third,strengthen the publicity of “Micro-age”.in the end,cope with it appropriately,strengthen the ability of transforming “crisis” into “challenge”.First,set up quick reaction mechanism;second,set up press spokesperson system;third,make full use of various media resources;fourth,draw support from other relevant departments.This essay strives to provide a certain reference and experience for tax department to efficiently carry out the management of tax-related network public sentiment and cope with the events of tax-related network public sentiment.
