The analysis of the two-level power allocation path of university campuses is the need for universities to adapt to the external environment,and it is also inevitable for the internal development of universities.The reconfiguration of the two levels of power of schools and universities is mainly based on the decentralization of school-level schools to the school-level,changes in the functions of school-level administrative functional departments(mainly to service-oriented,supervisory,and pilot-type),and the reclassification and clarification of school-level and secondary levels.The responsibilities of the college are to activate the secondary colleges to administer their academic rights and reduce the internal management focus of the university.Numerous researchers called this reform a transition from "school-run colleges" to "school-run schools".This is an extension of the university's internal autonomy to the secondary colleges.Because of the serious "inertia dependence" in the division of powers and responsibilities,the adjustment of functions,and the setup of management institutions,the two-level power allocation of schools and schools is dominated by empiricism,and the analysis of the evolution of the new situation is lacking.The reform is ultimately only " Bottle change does not change wine,and its core problem has not been fundamentally resolved.This paper takes the analysis of the two-level management power path of colleges and universities as the starting point and purpose,and combines the development history of the two-level relationship between university and colleges in our country as the analysis background,and sorts out the existing problems of the current two-level power allocation of university campuses in our country.Through the investigation of the two-level management development process of colleges and universities,the establishment of two-level management institutions of existing schools,and the implementation of the power operation after the implementation of the two-level management power reform of colleges and universities,combined with the literature,interviews,cases The law has in-depth analysis of the allocation of management power at the two levels of the university campus in China.After a study of selected cases of colleges and universities,it is found that there is a lag in the understanding of the relationship between the school and the school and the management relationship between the school and the school;in the setting of the management institution,the occupation of power by the school functional department is an important factor that leads to the difficulty of decentralizing school-level authority.The decentralization of school-level decentralization is not synchronized with the adjustment of the governance structure at the school level.This is the main reason for the failure of decentralization of the school-level authority;the institution of democratic decision-making in the school is not perfect,and the participation of grass-roots teachers is not high,which is the reason that the self-management of the college level is not effective.Therefore,it is necessary to make adjustments at the same time from the two levels of power structure adjustment,power implementation path,and power participation subject of the school,including the principal's individual power and the horizontal decentralization of the school's functional departments;the vertical division of power between school and secondary colleges;academic power and Administrative power coordination management;in the end to standardize the school-level coordination and supervision of power as the main form of multi-power main body of colleges and universities to form a two-level school power configuration mode.
