Abstract/Summary:
Everyone has the right to be educated.With the development of economy,culture and society,people’s attitudes and views on special children are changing.Canada’s special education had gone through the route from exclusion,isolation to the current inclusion and integration.It has been developed into the world’s most worth learning education welfare system.There are still many deficiencies in the current education and welfare of special children in China.It is of great significance to improve and develop special children’s educational welfare system by reference to the special educational welfare system in Canada.Ontario Province is taken as an example in this paper.Relevant data is collected through literature and interviews to systematically study the educational welfare of children with special needs in Canada.Choose Ontario Province as the case,is because the province is Canada’s most densely populated and most economic developed province.It represents the highest level of the Canadian basic education.Its educational philosophy,practice,and operation is worthy of studying.The results show that:1.The law of Ontario provides detailed and effective protection for special children from birth.From the education rights of special children,to their learning process,then to their access to society and later to higher educational institutions,Ontario Province’s laws provide them with clear legal basis and guidance.2.The federal Government of Canada and the Ontario Provincial government have provided a strong financial guarantee for the development of the special education system in Ontario Province.The national tax system’s care for special children’s families and subsidies provided by the government have reduced the financial burden on families of children with special needs,providing them with financial guarantees for their normal lives and education.3.The educational idea of inclusive education enables children with special needs to interact and communicate with their peers when they enjoy individualized educational programs.Diversified teaching methods enable children with special needs to gain academic achievement and lay a solid foundation for their future independence.4.Children with special needs in Ontario Province can receive professional teaching services from teachers.Specially trained special teachers are the most valuable resources in Ontario Province’s special education system.Support from families and social organizations has made it easier for special children to get along with their education.5.Canada’s social support system is advanced,education and welfare providers of children with special needs are diversified,society hold an inclusive and equal attitude to children with special needs.The last part of this article gives recommendations to our special children’s education and welfare,from legislation,financial support,multi-party participation,teacher training and other aspects: the introduction of laws to ensure the right to education of special children,to ensure that all special children are able to receive compulsory education;Schools,families,society,medical experts,medical institutions and other parties to participate in the support;strengthen the training of teachers.
