The The concept of "third party evaluation" was first proposed in Europe in the 15 th century."Third party evaluation" can guarantee the quality of the products at that time,and then the concept gradually extends to different fields such as medical field,politics and education."Third-party evaluation about " was introduced to China in 2000,after the basic education in our country areas are also trying to change the traditional " first party " and " second party " evaluation into the new " third party " evaluation.As the third party assessment in the field of basic education development in our country,its role to improve the quality of basic education in China is also increasingly apparent,more and more researchers in basic education stage how to effectively implement the third party evaluation in constant practice and exploration.In this paper,based on the basic education stage of the third party education institutions assess the current situation of in-depth analysis and reflection,come to realize that the present in the field of basic education to realize the reality of the third party assessment,there are a lot of trouble.In basic education in comprehensive evaluation,construct the third party institution must be the third party assessment mode of thinking,theoretical framework and research methods for reflection and a breakthrough,the only third party assessment to rational analysis and reflection on the practice of continuously,and make the evaluators,evaluators and the public can participate,enjoy,can truly promote the reform of education system,promote the improvement of education quality.This research through the connotation and characteristics of the third party to conduct a comprehensive carding and analysis,combined with the practical experience abroad,thus illustrates the basic education stage in our country to realize the third party education institutions assess the existence of value;Through the further exploration of the assessment status of the third party institutions in education stage of China,we will try to make a vision and rational construction of the evaluation of third-party institutions in the field of education in the future.Education quality is the lifeline of education in education stage.Building and developing third party education evaluation institutions in the basic education stage is an effective means to guarantee the quality of education in education stage,and is also the top priority of education evaluation reform.Third party education evaluation agency has been developing in China for 20 years.The use of third-party institutions in the education stage is becoming more and more common.Third party education appraisal institution with its own unique advantages is supported by the public gradually,the development of the characteristics of its integrity,professionalism,independence and development trend of the scientific and public,between and among schools,society and government to play an important buffer and coordinating role."Third-party evaluation" plays a very important role in education decision making,information flow andteaching management.In the process of practice,the concept and method of third-party education organization are gradually improved,and the effect of construction is becoming more and more obvious.
