sports construction is an important part of sports power and modernization of sports construction.At present,China is promoting the construction of “a strong sports country” and sports modernization in an all-round way.During the construction process,under the background of continuing to adhere to and improving the “national system” of competitive sports,the policy of competitive sports has played an important guiding role in various actions of competitive sports.Therefore,the study of competitive sports policy has become a top priority..The development of competitive sports must strengthen policy guidance so that competitive sports can operate smoothly under the correct and reasonable policy environment.China's competitive sports policy has formed a huge policy system since the founding of the People's Republic of China.It is this system that ensures that the development of competitive sports in our country grows from small to large,from weak to strong,and becomes an important force for advancing the construction of a sports power.Studying the changes of our country's competitive sports policy will not only have a clear understanding of China's competitive sports policy,but also help to build and improve our competitive sports policy system.Using the literature data method,historical research method,content analysis method,and logical analysis method,according to the history of China's sports development and the background of the times,the background(including the basis for division)and policy content of the development of the competitive sports policy in China since the founding of New China was analyzed.The characteristics of the policy are analyzed.At the same time,the research defines the concept of the competitive sports policy and builds a content analysis framework of the competitive sports policy.The study suggests that the changes in China's competitive sports policy can be divided into the following eight periods: the period of transitional reconstruction(1949-1956),the period of primary exploration and development(1957-1965),the period of disaster calamities(1966-1976),and,the period of recovery and development(1977-1984),the initial reform period(1985-1993),the period for the full opening of the "Olympic model"(1994-2000),the period of glory(2001-2008),and the period of becoming a strong nation(2009)-to date).(1)The competitive sports policy during the transitional period is to start competitive sports through the use of sports competitions,and to solve the actual needs through the establishment of an established system.(2)The policy of competitive sports in the primary exploration and development period is dictated by the political line.The development of policies has a tendency to form a development mode that is compatible with the planned economy.(3)The development of competitive sports policy during the period of disaster calamity is the lowest point of the history of the development of competitive sports policies in China.During this period,the number of competitive sports policies has drastically decreased,and the dissimilation of policy functions has become a tool of class struggle.(4)The competitive sports policy of eradicating chaos and reviving the development period was achieved through the comprehensive set-up of the party Central Committee
