Research On The Public Problems Of Basic Research In Colleges And Universities

Basic research is the precursor of technological innovation,the source of scientific progress,and the foundation of building our country into a world scientific and technological power.The system design of academic freedom,the function design combining talents training,scientific research and social service,has established the central position of the basic research of the University.In the public domain of University,knowledge is taken as a public product,and University researchers undertake basic research functions for the realization of public interest and public goals.Therefore,publicity is the essential attribute of basic research in universities.With the prevalence of utilitarianism and the rise of the idea of academic capitalism,the University of ivory tower is facing the public crisis.The value nature of public nature of basic research in universities is also deeply affected.The theory of public goods from the angle of economics,demonstrates the basic research in Colleges and universities is a typical public goods,the principal-agent theory from the perspective of political science demonstrates that basic research is entrusted by the government universities and scholars of public philosophy,the theory of higher education for basic research in Colleges and universities should not only for academic study from the epistemological and political perspective,also to serve the public interest and national goals.Therefore,the public nature should be the essential attribute of the basic research in Colleges and universities.It is of certain innovation and practical significance to study the basic research of colleges and universities from the perspective of public.As a basic research in Colleges and universities by subject,object and intermediary composition of research activities,the public can understand the government,public university in the field of University and intellectuals subject to knowledge and power as the object for the elements of the co construction of the universal and shared social relations,including: the basic dimension the results of basic research to social members,serving the public interest as the value orientation,the basic research personnel take the public responsibility and academic ethics as the ambition to engage in academic research,the system of basic research management in Colleges and universities to open,fair,public participation,public service as the value orientation.The process of formation and development of alienation of basic research in Universities between China and America shows that the main reason for their alienation is political impact,cultural conflict and lack of discipline system function.At present,university basic research public needs analysis from three aspects: subject,object and intermediary public government,universities and scholars;the realization of public production and use of public knowledge;the public university system of basic research,including the improvement of university basic research evaluation system,financial management system,incentive system,discipline system,personnel training system,salary system,etc.
