In modern society,citizens have the right to accept education,witch means every citizen has the right to receive cultural education from the country and to obtain material assistance for education.This is also one of the basic human rights granted to every Chinese citizen by our constitution.At the same time,education,as a necessary process for the formation of human capital,plays a very important role in promoting national economic development and realizing the strategy of strengthening the country through talents.Basic education is the foundation of national education,including compulsory education and ordinary high school education.In order to promote the development of basic education,China has waived the tuition and miscellaneous fees for the compulsory education of rural and urban students in 2006 and 2008 respectively,whitch promoted the universal adoption of compulsory education.In the field of high school education,the State Council officially approved the “National Medium and Long-term Education Reform and Development Plan(2010-2020)” in July 2010,proposing that “by 2020,popularize high school education to meet junior high school graduates accepting high school The development goal of "education demand" has effectively promoted the development of China's basic education.However,despite the long-term rapid development,China's basic education has made great progress,but there are still many problems.The first is that there is still a huge gap between the level of basic education development and developed countries and regions.The United States,Europe,and other developed countries achieved universal access to compulsory education and high school education as early as the last century.Although China has also universally promoted compulsory education in 2009,the gross enrollment rate of high school education in the same period was only 79.2%.Among them,62.7% of the school-age population accounted for ordinary high school enrollment.In addition,the development of basic education in China is also very uneven.Regional disparities,urban-rural gaps,and gender disparities have widely existed and have become one of the most important factors affecting social and economic equity.Therefore,if we want to meet the people's needs for receiving education better,cultivate innovative talents,improve the quality of the population,enhance China's competitiveness and overall national strength,and achieve social equity,we must vigorously develop basic education and reduce provincial education.The gap between the province and the province will eventually lead to a balanced and comprehensive development of basic education.In summary,from the perspective of empirical research,this paper first builds a spatial autoregressive model(SAR)based on data from 30 provinces of China(excluding Tibet,Hong Kong,Macao,and Taiwan)from 2005 to 2015,which will analysize the factors whitch has,affected the development of basic education in all regions of China.It is found that there is a strong spatial correlation between the level of basic education development in each adjacent region,and the investment in educational resources,especially teacher resources and funding resources,has a strong positive effect on the development of basic education.Then,this paper uses the convergence test to examine the inter-provincial differences in the level of basic education development,and finds that the development speed of the backward regions of basic education in our country is higher than that of the more developed regions,and the gap will disappear with the change of time.The level of basic education development in all provinces will eventually reach a consensus.Further,this paper examines educational gaps and its influencing factors across provinces in China by calculating the Gini coefficient of education and establishing the spatial Doubling error model(SDEM).In addition,the study also found that there is a strong correlation between the levels of education fairness among neighboring regions,and the investment of teacher resources and funding resources can also promote local education equity.Therefore,local governments must increase the supply of basic education resources and improve the distribution structure of educational resources to control the education gap in the province and achieve educational equity.Finally,this paper measures and disaggregates the efficiency of educational resource allocation in each region through data envelopment analysis(DEA)methods.It has been found that the overall efficiency of the allocation of educational resources in China is relatively low,and it has entered a state of diminishing returns to scale.Afterwards,this paper analyzes the factors affecting the pure technical efficiency of educational resource allocation in various regions of China through the Tobit fixed-effects model and finds that in the basic education stage,the marketization of education will reduce the allocation efficiency of educational resources.Therefore,it should be based on the public goods of basic education undertakings.Attributes,give play to the leading role of the government in the supply of basic education resources,and improve the efficiency of the use of educational resources.
