As more and more countries in the world pay attention to the cultural development trend of multi-cultural integration,education plays a more and more important role in the development of culture.Bilingual education is an effective way to cultivate high-quality talents with diverse cultural backgrounds.Inter-ethnic understanding education as an education activity that generated by education based on international understanding,The purpose is also to enhance mutual understanding and tolerance among different cultural backgrounds,races,religions and regions,countries and regions,and enhance their cooperation.The Inter-ethnic understanding education as an important issue of the ethnic education policy is the foundation for the stable development of the country with multi-ethnic groups.The development of multicultural education has been recognized by various countries.Russia and China both are multi-ethnic countries,and their bilingual education has become an effective way to protect the development of multiculturalism and to achieve Inter-ethnic understanding education.Based on the characteristics of Russian Republic of Bashkortstans’ preschool bilingual education,and expect that bring some enlightenment for the existence in Xinjiang area of our country preschool bilingual education,and improve the quality of preschool bilingual education in Xinjiang,the development of better.This study is divided into four part:The first part is the research question.On the basis of analyzing the research background of this research on the theme of inter-ethnic understanding education,the Russian education in national regions,preschool bilingual education in our country,summarizes the current study and achievements.The second part expounds the current situation of preschool bilingual education in Russia.And expounds the characteristics of inclusive the policy of preschool bilingual,the goal of preschool bilingual and the form and content of Preschool Bilingual Education.The third part is the analysis of influence factor of the Russian pre-school bilingual education.This paper elaborates on the unified education space and how inter-ethnic understanding education runs through the bilingual education process.The fourth part is the enlightenment of Russian pre-school bilingual education.Firstly,the paper analyzes the problems existing in pre-school bilingual education in our country,and then summarizes some enlightenment to our country that based on the characteristics of education in Russian preschool.
