As a language phenomenon, bilingual is caused by ethnic contact and language contact. Due to the continuous development of the society, the continuous progress of science and technology, the contact, communication, exchanges and cooperation between people and people, nation and nation, even between countries are more frequent, the bilingual instruction is becoming more and more important. The study showed that:bilingual teaching have a very important role on promote young Childers’s language development, cognitive development and academic achievement. In addition, as one of the important characteristics of a nation, language a medium for people to exchange ideas, it is bound to have an impact on the political, economic, social, technological, and even culture itself. Bilingual education has important significance on the long-term interests of the minority. Current preschool bilingual instruction for ethnic minorities gained unprecedented from the country, but there are many problems in the implementation process because of the lack of theoretical guidance. This study taking Uygur-Chinese preschool bilingual instruction as an example, attempt to construct the preschool bilingual instruction operation framework, hope to provide theoretical reference and case support for our preschool bilingual instruction for ethnic minorities.A progress of origin and development of bilingual education in Xin Jiang was introduced at the first, which is followed by the development of bilingual education in major Western countries. And then, this study explored and analyzed the factors affecting the development of bilingual education in Xin Jiang as well as the Inspiration for our preschool bilingual instruction for ethnic minorities from the development of bilingual education in the West. Since any system construction is inevitably based on certain theoretical foundations, the researcher demonstrates the theoretical basis of preschool bilingual instruction for ethnic minorities in reference to basic theories of the second language acquisition, multiculturalism and the pluralistic integration of the Chinese nation, then, pointed out the construction of preschool bilingual instruction principles:the principle of unity of state interests and national interests, the principle of welfare, the principle of appropriateness and the principle of nationality.During the analysis of teaching goals, researchers should consider the children’s physical and mental development, the development of society; Secondly, it proposed such basic requirements for determining the goals of Uygur-Chinese preschool bilingual education as the unity of the social needs and children needs principle, the difference, comprehensiveness, feasibility of the teaching goal; Then discussed the species of the bilingual teaching goals from the direct target and indirect target; Finally, established the target system of Uygur-Chinese preschool bilingual teaching. During the analysis of teaching contents, this study established selection principles of bilingual teaching contents:the principle of living and holistic, the principle of suitability and practicality, and the principle of care of social life; Secondly, the Uighur culture and the five areas of knowledge in kindergarten are the two major aspects of the teaching contents. And also proposed the two different categories that organized bilingual teaching contents:the organization of the horizontal and vertical and the organization of the straight line and spiral line pattern. During the analysis of teaching implementation, first of all, connotation of implementation of Uygur-Chinese preschool bilingual teaching were interpreted; Then, the next part said that Uygur-Chinese preschool bilingual teaching could be carried out through such three kinds of activities, instruction activities, playing activities and daily-life activities. During the analysis of evaluation, first of all, connotation and characteristics of its evaluation were exp-lanated. Then evaluation methodology and evaluation content were structured.Finally, This study take A kindergarten in Xin Jiang as a case to investigate and analyze the Uygur-Chinese preschool bilingual goals, contents, implementation and evaluation by using multiple methods, such as documentation, analysis, interview, observation and so on. Research found:the orientation of Uygur-Chinese preschool biligual goals are unclear; lack of suitable bilingual textbooks; the evaluate contents to children are single, and so on. Based on it, this study proposes some suggestions about setting up multicultural idea; clear goals setting; compose the appropriate textbooks and so on.
