| In recent years,with the increasing investment in research funds,the scale of the purchase of scientific research equipment has increased significantly.The risk of research equipment procurement business has also increased.The importance and urgency of scientific research equipment procurement supervision is more and more prominent.It is the common responsibility of universities and researchers to effectively improve the procurement of scientific research equipment,and supervise the procurement of scientific research equipment.In the process of scientific research equipment purchase,many factors can make the school fail to achieve the expected purchase revenue and generate related losses,resulting in procurement risk.For universities,how to conduct a scientific and effective risk assessment and standardized management of scientific research equipment procurement business in universities,to ensure the smooth development of scientific research equipment procurement work in and universities based on the research fund can give full play to the maximum benefits is an urgent problem to be studied and solved in the management of scientific research equipment procurement at present.Therefore,it is very important to find a scientific method to measure and predict the major risk of the use and management of scientific research funds.This paper starts with the internal control of scientific research equipment procurement in universities,first combing the specific process of scientific research equipment procurement in universities and draws the flow chart and points out the key risk control points,and then use Failure Mode and Effects Analys method and Decision Making and Trial Evaluation Laboratory method to assess the severity and priority of different risks,and design control matrices and conduct process reengineering for the primary process risk resulting from the risk assessment.Applying the idea of risk assessment of FMEA method and DEMATEL method to the internal control flaws and risk assessment of scientific research funds in and universities provides a new methodology for evaluating the risk of scientific research equipment procurement. |
