Research On Risk Management Of Open Tender Procurement In A University

Since the official implementation of the government procurement law in 2003,government procurement in universities has been experiencing the 17 th year as an integral part of government procurement.During these 17 years,college government procurement has made certain achievements in improving fiscal expenditure,strengthening cost management,and improving the efficiency of capital use.After the 18 th National Congress of the Communist Party of China,the development of "decentralized service" has been continuously promoted in depth.However,despite the certain development of government procurement and bidding management in China,there are still problems such as imperfect institutional system,outstanding integrity risks,and backward management methods.According to the provisions of the Government Procurement Law and the actual application of procurement in colleges and universities,open tender procurement is the main procurement method used by major universities.Therefore,it is particularly important to study the risks in the open tender procurement work of colleges and universities and explore the risk control measures to solve the problems.Under the new background of the deep development of government procurement reform,under the new background of the rapid development of the "double first-class" construction of higher education,under the new situation of comprehensively deepening the reform of the supervision system,how to provide compliant and efficient management services for the "double first-class" construction of colleges and universities is an important topic currently facing the procurement management of colleges and universities.Based on this,this paper starts from the concept of open tender procurement,and introduces the existing literature research and development status.It is understood that there are many qualitative analysis and insufficient quantitative evaluation of the research on the risk management of open tender procurement in universities.Based on the internal control process of A university,this paper establishes a risk evaluation index system for open tender procurement in A colleges and universities in combination with expert interviews.Based on the understanding of the status quo of open tender procurement of A university and the research of internal risk management,the key risk indicators are obtained.Through the mutual influence relationship and the analysis of the gap value,the risk indicators to be controlled are identified and the corresponding control suggestions are put forward.This paper hope to help A university to carry out effective risk management for open tender procurement,and promote the legalization,standardization and healthy development of their procurement work.
