Over the years,as an important component of the education and human resources development under the framework of cooperation between China and Africa,China's vocational education assistance and cooperation to Africa has achieved fruitful results.Especially in the new century,the cooperation between China and Africa has entered a new period of comprehensive development,and China's vocational education assistance and cooperation to Africa also faces great opportunities for development.On the one hand,industrialization has become the most important part of the current development of African countries which can be reflected from some phenomena,such as African countries have responded and actively participate in China's "The Belt and Road" initiative,and the " Sino-Africa cooperation on industrialization n has been placed in the first place of the " ten major cooperation plans between China and Africa ".China's vocational education assistance and cooperation to Africa is crucial in helping African countries to train the vocational and technical personnel,and to improve the level of vocational education.On the other hand,whether it is to provide technical services and the training of technical personnel for Chinese companies' strategy of "going-out ",or to support China's"going global" strategy in vocational education's,China's vocational education assistance and cooperation to Africa are both extremely useful.Therefore,it is particularly necessary to focus on this research.The paper analyzes the practice of China's vocational education assistance and cooperation to Africa from the Chinese government,vocational colleges and enterprises located in Africa which are the three main bodies from the perspective of historical development with the method of literature,investigation and historical research.And puts forward some strategy thinking about the practice of China's vocational education assistance and cooperation to Africa based on the analysis of the current opportunities and challenges.The main contents are as follows:Firstly,the paper analyzes the role orientation and value advantage of China's vocational education assistance and cooperation to Africa from the prospective of the industrialization theories and the human capital theories.And holds that such practice will help the promoting transition of "wild goose mode" between China and Africa in the context of China-Africa cooperation on production capacity.Secondly,By consulting the official websites like the Ministry of Commerce Department of Foreign Assistance and the Agency for international Economic Cooperation,books,media reports,and information from author's investigation in Tanzania in July 2017,holds that Chinese government's practice can be concluded as follows:The vocational training in turn-key projects and Sino-African technical cooperation,hosting technical training classes in the form of "inviting inside",selecting experts of vocational education and volunteers to Africa,providing support for building of vocational teaching equipment.vocational colleges' practice can be concluded as follows:Organizing some mutual visits and exchanges,hosting technical training classes,selecting teachers to teach or providing technical services in Africa and Sino-African joint education programs.Enterprises' practice is hosting the training of local employees independently or uniting with the domestic vocational colleges.Thirdly,The paper seriously analyzes the great opportunities for development of the China's vocational education assistance and cooperation to Africa in the context of the Sino-Africa Cooperation Forum,"The Belt and Road initiative" and the strategy of "going global" in vocational education,and holds that there exists some challenges such as lacking of general strategic layout under the guidance of foreign aid theory,a relatively mature system of education aid has not yet been formed,the mechanism of process supervision and performance evaluation has not been sound,and so on.Lastly,the paper holds that we should overall the layout combined with national strategy in strategic positioning,coordination mechanism and financial support.Set up the brand of the vocation assistance to Africa and enrich the practice model in exploiting the standard of the vocation assistance to Africa to unify,strengthening the construction of the foreign aid base of vocational education and innovating the diversified forms.regularize evaluation standards through making the selection criteria strictly,strengthening the process supervision and opening the performance evaluation.
