Evaluation And Problems Of National Youth Sports Club

Youth sports clubs,as an important carrier for undertaking extracurricular sports for teenagers,play an important role in promoting the development of youth sports.The development of youth sports in Shanghai is in a leading position in the country,and the construction of youth sports clubs is relatively mature compared to other regions.Therefore,this paper mainly focuses on the evaluation of the national youth sports clubs in Shanghai,through the methods of literature,content analysis,interviews,case analysis etc.,analyses the evaluation of Shanghai's national youth sports clubs,follows the evaluation principles of promoting construction by appraisal,management by appraisal,reform by appraisal and focusing on construction include the social background of the assessment,the development of the assessment,and the current development and assessment status,combined with typical assessment cases to find the existing problems.Through the in-depth study and analysis of the national youth sports clubs in Shanghai,the following conclusions can be drawn:1)background and development of evaluation:the economic development of Shanghai is leading in our country,the evaluation project is rich,the youth sports consumption demand is rich,but the present youth sports club is not clear about the development goal,the income channel is single and so on.Therefore,the evaluation of construction is the strategic orientation of the overall assessment.The development of the policy is divided into three stages,including national assessment,local assessment,evaluation of member units and evaluation of single work;evaluation management department has gradually entered the combination of multiple management and independent management from three management,and the evaluation index is transition from standardized construction 'to focus on service.The quality and the embodiment of public welfare;2)the basic conditions of the evaluation are one-sided:the distribution of the city center is more concentrated,the trend of decreasing in the suburbs;the business scope is mainly focused on sports training,competition,activities exchange,and stadiums leasing,and most of them are private non enterprise units;relying on the unit owners should have schools,stadiums,associations and communities;The establishment period is mostly over 5 years;its registered capital is mainly under 100 thousand yuan,which is small and medium scale.3)the evaluation results need to be improved:85.8%of the units did not have a corresponding assessment grade in the Association Management Bureau;the source of funds was raised by the units mainly through the units;the source of the site was provided by individuals or organizations without compensation;58.7%of the club administrators were part-time personnel;the full-time financial personnel were less than 10%of the total;Less than 3%of the tax benefits of non-profit organizations accounted for 17.4%of the total accounting system of non-profit organizations,and the number of organized public welfare activities was obviously insufficient.4)case analysis:at present,relying on the school and the society to create the national youth sports club as the two main models,there are respective construction points and problems in the evaluation.5)assessment of the problems of the system:lack of information sharing and communication between the evaluation departments,the single evaluation of the club and lack of continuity;the lack of enthusiasm for the participation of the youth sports clubs,the various evaluation projects,the unclear focus of the construction of the club,the improper use of the funds for the evaluation of the funds;The standard system is not suitable for many types of club models,lacks public welfare service indicators and health promotion indicators,and lacks index feedback mechanism.Through the discussion and Reflection on the remaining problems of assessment,the following suggestions are made for the evaluation departments,objects and indicators.1)evaluation department:each evaluation department realizes the evaluation information sharing,promotes the evaluation of the management,realizes the evaluation standardization,the evaluation continuity,relaxes the type restrictions on the national junior sports clubs,and establishes the incentive and banning mechanism through the evaluation;2)evaluation object:to standardize the management and construction of its own organization,to realize the evaluation of construction,to actively understand and participate in the evaluation,to find out the key points of its own construction,to use the funds for evaluation and to establish a transparent financial system in a planned way.3)evaluation index:the evaluation index should reflect the classification principle and promote the evaluation and reform;the evaluation should increase the indicators of service,safety and prevention and health promotion.The evaluation index feedback mechanism should be constructed to avoid the emphasis on evaluation indicators.
