Research On The Precision Funding System Of Disadvantage Students In College From The Perspective Of Fairness

With the reform of higher education,the enrollment scale of colleges and universities continues are expanded,and its running cost is increasing year by year.In the era of planned economy,the state bears all the expenses of higher education,which brings great pressure to the national finance while is satisfying the social development at that time.After the reform and opening up,the reform of the market economy has promoted the educational reforms,and college fees have become an inevitable trend of development.As a result,some students with financial difficulties in families can no longer receive higher education as smoothly as before.Part of the outstanding poor students enter the universities through their own efforts but,the high cost has become their burden.It is worth noting that we should not only focus on the family conditions of poor students,but also pay attention to the psychological problems brought about by poverty.The emergence of the financial aid system for poor students in colleges and universities has improved the situation that poor students are losing their education due to poverty to a certain extent.Therefore,the establishment of a scientific financial aid system for poor students in colleges and universities can promote the realization of educational equity.The financial aid system of impoverished college students plays a very important role in the development of higher education at this stage.Based on this,this paper begins with the definition of financial aid system for poor college students,combing the process of the formation and development of educational aid system in China.Through the experience of undergraduate part-time counselors for two years,taking the current situations of financial aid for poor students in Y school as an example,this paper analyzes the behavior choices made by poor students in the face of the financial aid system,and further discusses the feasibility and deficiency of the current financial aid system in universities in China.And put forward some suggestions,so that the system can effectively help more poor students,in order to achieve the optimal allocation of resources.The policy of "Precision Poverty Alleviation" has marked the beginning of the national fight against poverty.Poverty alleviation through education is a part of poverty alleviation work.Therefore,under the new form,precision funding has put forward new requirements to improve the financial aid system for poor students in universities.Extensive funding is not accurate either from the system design,the identification process or from the object of funding.To some extent,the existence of these problems has affected the function of financial support.Therefore,we should continue to consolidate the main position of the government in the process of student aid and universities should also innovate the way of funding,especially in the process of identifying poor students,which should further reduce the interference of subjective factors;The aim is to give full play to the important role of paid loans in the financial aid system;to encourage more private capital to be funded into the financial aid system for poor students;and to give full play to the educational function of the financial aid system for poor students,to achieve accurate financial assistance,and to expand the coverage of financial aid for poor students in order to continuously improve the financial aid system for poor students in China.
