With the proposal and implementation of "The Belt and Road" Initiative and the "China-Pakistan Economic Corridor" project,the strategic partnership between China and Pakistan has been even closer;and based on the UNESCO concept of "education and knowledge as a global common interest",we have the responsibility to understand the education of neighboring Pakistan.In view of the importance of primary education in Pakistan,the study focuses on the reform of primary education in Pakistan in the 21 st Century,in order to understand the development of Pakistan’s primary education,reflect on the practice of primary education in China,and promote the communication between China and Pakistan.Pakistan primary education has experienced religious education,enslavement education and education services to the government after the founding of Pakistan.Since the 21 st century,the government of Pakistan has responded positively to the Dakar Programme of Action and the United Nations Millennium Declaration,and has made efforts to make policy plans for its educational development,National Education Policy 1998-2010 and National Education Policy 2009.Through efforts to improve the management system,increase educational input,strengthen compulsory education and improve the quality of education,Pakistan has carried out various reforms to primary education,which has promoted the enrolment of primary education,the improvement of girls ’ educational opportunities and the improvement of school infrastructure.At the same time,the development of primary education in Pakistan has confronted with many challenges,such as the lower education expenditure than the world average,the high drop-out rate of school students,the imbalance of educational development,the low achievement of school education,the low quality of education for marginal groups and the great differences in teaching languages used by different schools.Therefore,the development of primary education in Pakistan will focus on popularizing primary and compulsory education,improving the quality of primary education and improving educational equity.In sum,Pakistan of the 21 st century has been aware of the strong transformative power of education for socio-economic development,making education a priority and carrying an active education reform.The reform of primary education is becoming more and more important in Pakistan,and the effect of reform is increasingly remarkable.The reform of primary education in Pakistan has enlightened us that,in the development of primary education,we should take into account the educational quality and educational equity,establish and perfect the national standard of educational quality as soon as possible,promote the popularization of universal language in national regions,and encourage and guide the social forces to participate in education. |
