The Comparative Research On The Operation Mechanism Of Community Care In China And UK

Under the impact of the silver haired wave,the pension problem has become a worldwide problem.China is faced with the dilemma of "not getting rich before the old".One side is that the traditional family pension function is generally weakening.One side is that the social services for the aged are in short supply.How to provide efficient and convenient services to the public at a lower cost is the test of the ability of the government and the society to deal with the problem of "endowment".Since the beginning of the twenty-first Century,a new old-age pension model with the features of family pension and institutional pension-community home care-has been tried in some of the more developed cities in China.According to the content and mode of the service for the aged,there are certain similarities between the community home care in China and the community care in the UK.After more than half a century of development,the latter has been very mature and perfect.The operation mechanism of the community care system is typical and reproducible,and its successful experience is worth learning and learning from our country.From the new perspective of theoretical research,this paper makes a deep comparative study of community care in China and Britain through literature analysis and comparative analysis.Based on the theory of demand hierarchy theory,public goods theory and polycentric governance theory,this paper makes a deep comparative study of community care in China and Britain from the supply mechanism,the management mechanism,the market mechanism,the legal mechanism and the supervision and evaluation mechanism.So,on the basis of a comparative summary,we can learn from the successful experience of the UK community care operation mechanism,and then think about exploring a new path to improve the community care operation mechanism in China.The first part briefly introduces the background and significance of the study and the related literature review home and abroad and the research methods.The second part provides an overview on the related concept of the community care and theoretical basis.The third part introduces the history and current situation of the community care system in China and Britain.The fourth part is the key part of this paper.This part combines with the problems and shortcomings of the operation mechanism in the process of community care development in China,and selects the five operating mechanisms,such as the supply mechanism,the management mechanism,the market mechanism,the legal mechanism and the supervision and evaluation mechanism,which have the typical characteristics in the operation of the British community care service mode,then,to compare and analyze the characteristics and differences between Chinese and British in these five operation mechanisms.The fifth part,by analyzing their differences,we can clarify the causes of the differences between each other.Finally,through the comparative study of the operation mechanism of Chinese and English community care,we can think about the experience of British community care for the development of community care in China.Then,find how to build a multidimensional and professional community care operation mechanism to accelerate the development of the community care system in China.
