Research On The Internal Governance Of Japanese National University After The Corporation Reform

University internal governance is the microscopic embodiment of university operation.The optimization of university internal governance can not only improve the efficiency of university running,but also enhance the social service function of university.With the increasingly fierce international competition,as the source of talent training and technical output,universities have become more closely connected with the society.Therefore,the pace of higher education reform has been accelerated by all countries.It has become a major issue in the field of higher education to improve the internal governance of the university,establish a scientific governance structure,perfect the operating mechanism and realize the professional management of the university.After long-term efforts,Chinese higher education has entered a relatively stable development track.However,there are still many imperfections in our university's internal governance,which still has a gap compared with the world's educational power.Nowadays,with the deepening of the comprehensive reform of higher education,improving the internal governance of universities is very important for the vigorous development of our university education.The educational level and efficiency of Japanese national universities are world-renowned,which is closely related to their internal governance reform.Since the founding of Japanese national universities,it has undergone several internal governance reforms,especially after the corporation reform.On the one hand,it is due to its advanced governance concept and perfect institutional arrangement,which provides scientific guidance and strong legal support for the internal governance of the national university after the reform of legal person.On the other hand,it relies on a reasonable management structure and standardized operation mechanism to lay the foundation for the efficient operation of the national university.This paper studies the internal governance of Japanese national universities after the reform of legal person,explores the concept and system of governance,analyzes the internal governance structure and operating mechanism,and summarizes its experience and lessons.It is of great significance to deepen the comprehensive reform of Chinese universities,improve the construction of modern university system and improve the governance capacity of universities.This paper adopts literature research method,case study method and comparative study method and studies the corporate governance of Japanese national universities from six aspects.The first part is the introduction,which mainly expounds the source of the research problems,clarifies the purpose and significance of the research,defines the core concepts in the text,and understands the status of the research at home and abroad,and explains the content and methods of the research.The second part combs the historical evolution of the internal governance of the Japanese national universities,including the initial period of the university governance system,the embryonic period of the professors' Association under the nationalist ideology,the stage of the governance of the professors under the democratic education system and the phase of the principal governance after the reform of the legal person.The third part analyzes the concept and system of internal governance of Japanese national universities after the corporation reform.The fourth part mainly studies the internal governance structure and operation mechanism of Japanese national universities after the corporation reform.The fifth part discusses the effectiveness and dilemma of the internal governance of Japanese national universities after corporation reform.The sixth part,combined with the experience of the national big internal governance after the reform of the legal person,puts forward the corresponding reform proposals for the existing problems of the internal governance of the university in China.
