In the past 30 years,in order to implement the concept of lifelong learning,expand the inclusive mechanism for socially disadvantaged groups,enhance adults access to higher education and promote the flow of talented people internationally,etc Australia has implemented a system called "Recognition of Prior Learning" in the fields of higher education,vocational education and training,adult and community education,etc.The full name of this system is "Recognition of Prior Learning",abbreviated as "RPL".The so-called "Recognition of Prior Learning" refers to a learning achievement evaluation system in Australia,which certifies the ability of adult learners.The basic philosophy of the system is that it is not necessary to focus on how a person is learning,or how much learning time is spent,as long as adult learners are properly certified.Ability to demonstrate that they have the knowledge and skills to recognize their current learning achievements or abilities.In Australia,the practice and implementation of the "Recognition of Prior Learning" system not only provides convenience for adults to receive various kinds of continuing education,but also promotes the establishment of lifelong education system and learning society.Therefore,a comprehensive,systematic and in-depth study of Australia’s successful experience in carrying out and practicing the "Recognition of Prior Learning" system has been carried out in order to build a lifelong learning system and a learning society in China.Undoubtedly has the important reference value and the reference significance.For the above purpose,This study mainly discusses the development of the previous learning certification system in Australia with the methods of literature and history research.Firstly,this paper describes the reason of this study,defines the concepts of previous learning and previous learning certification,and summarizes the current literature.Secondly,from its background,the previous learning certification system in Australia to sort out the development process,clear its background;From the previous study certification policies and regulations,implementation process,funding and quality assurance system,certification methods and other aspects,the implementation ofprevious learning certification in Australia is introduced in detail;Thirdly,through the analysis of some disputes and obstacles in the process of concrete development,this paper focuses on the Australian government and the relevant institutions to deal with these problems,and put forward some solution.Finally,in view of some practical problems in vocational education and other fields of education,such as: quality standard is not standardized,and funding channel is not clear,etc.combining with the outstanding experience of the previous learning certification system,The author thinks about it and puts forward some suggestions.
