| Pursuing the rural vitalization strategy is a major decision made by the 19 th National Congress of the Communist Party of China.In February 2018,the “Opinions of the Central Committee of the Communist Party of China on Implementing the Rural Revitalization Strategy”(hereinafter referred to as "Opinions")was released.The "Opinions" pointed out that "it is necessary to give priority to developing rural education.We will promote the coordinated development of compulsory education in urban and rural areas,while giving particular attention to rural areas." The "Opinions" highlights that it is necessary to strengthen the construction of rural professional talents.Establish a system of unified use of county-level professional talents,and promote the decentralization of power management functions.We will implement the Three District Talent Support Program and continue to implement the Special Position Teacher Program to support relevant policies in rural areas.This study is based on G County,Hubei Province.G County is a national poverty-stricken county with rural education lags and lacks rural teachers.Under the Background of Rural Revitalization,taking the "Special Position Teacher Program" policy as an example,the author conducts a practical investigation of G County in Hubei Province and conducts research on the implementation of county-level government education policy.By reading and combing the relevant literature and materials,the author have a basic understanding of the main core concepts,components and theoretical foundations of the implementation of the executive ability of education policy of county government,also,by reading and analysing the relevant policy text,Forming a holistic theoretical understanding.On this basis,through questionnaires and interviews,the investigation of the actual situation and compulsory education of G County,comprehensively understand the current situation of the executive ability of education policy of county government in G County,and explore the problems and their causes in it,at last,putting forward corresponding solutions to the existing problems,thereby improving the ability of county-level government compulsory education policy implementation,narrowing the gap betweenurban and rural areas,and achieving the goal of balanced development of education within the county.This study takes the "special position teacher program" policy as an example,and thinks the problem of the executive ability of education policy of G government is mainly manifested in the following five aspects: Insufficient appeal and formalization of policy organization;Insufficient coordination and lack of departmental coordination mechanisms;Insufficient leadership,unclear position of departmental responsibility;Lack of innovation,policy implementation measures are not targeted;Lack of resilience and insufficient flexibility in implementation measures.Based on the above five aspects,we propose the following five strategies to improve the executive ability of education policy of G government: Specific and operative local implementation rules based on local conditions;Strengthen the communication and cooperation of the executive body and improve various supporting measures;Strengthen the sense of responsibility of executives and create an effective monitoring mechanism;Improving government governance capacity is conducive to improving policy implementation;Construct a reasonable policy ethics and improve the local applicability of policies. |
