Since China’s economic development entered the new normal,the growth rate has changed from high-speed to medium-high speed,and the growth momentum has changed from factor-driven and capital-driven to innovation-driven,and innovation comes from talents,and talents are embodied in human capital.The connotation of human capital is very rich,and it can be generally divided into three categories: education human capital,healthy human capital and migratory human capital.Among them,education human capital occupies a central position,referring to the capital obtained by workers in production through formal education.Due to China’s vast territory,differences in culture,education,capital investment and other differences in regional economic development have led to huge differences in economic development,and labor is the most active factor in economic development,and the impact of education human capital on regional economic growth has become more and more obvious.Therefore,the regional heterogeneity of the influence of human capital in education on economic growth is analyzed,the influence mechanism behind it is analyzed from the perspective of economic structure,and the agent variable of economic structure,industrial structure upgrading and urbanization rate are further incorporated into the analysis framework of education human capital affecting economic growth,and reasonable policy suggestions are put forward in combination with the research conclusions.This research is of great guiding significance for promoting the good development of the regional economy.The status analysis section explores the relationship between education levels and economic growth.The labor force is divided into primary education human capital,secondary education human capital and senior education human capital according to the different educational levels,and the gray scale correlation analysis is carried out with regional economic growth data,and the results show that the correlation degree varies with different regions.Among them,the most correlated in the eastern and central regions are all high-level human capital,and the most correlated in the western region is mediumlevel human capital.This conclusion suggests that the higher the level of economic development,the greater the correlation between high human capital and economic growth.The empirical analysis section used panel data from 30 provinces(municipalities and autonomous regions)in China from 2000 to 2019 to introduce human capital in education into the benchmark model for regression.The results show that the driving effect of education human capital on the economy in the eastern region is more prominent,followed by the central region and the smallest in the western region;further construct the moderating effect model,study the adjustment effect of urbanization rate and industrial structure upgrading on the educational human capital of various regions,and find that the upgrading of industrial structure and urbanization in the eastern region can strengthen the economic growth effect of education human capital,indicating that the educational human capital and economic structure in the eastern region are matched;the urbanization in the central region has a positive regulatory effect on the educational human capital.The regulatory effect of industrial structure upgrading on education human capital is negative,but neither of them has passed the saliency test;while the western region has a significant negative adjustment effect on the education and human capital of education in the region due to insufficient endowments and backward development,the western region needs to simultaneously increase the urbanization rate and promote the upgrading of the industrial structure,so that it is compatible with the human capital of education,so as to promote the good economic development of the western region.This is consistent with the conclusion that human capital in graded education contributes to regional economic growth.The economic structure adjustment mechanism has led to the heterogeneity of education human capital in regional economic growth,which further shows that the matching problem cannot be ignored,and the education human capital can correctly play its economic effect under the condition of matching the economic structure,and the mismatched education human capital needs to be adjusted,otherwise it is impossible to make the education human capital play the maximum economic growth benefit.Based on the above research results,this paper puts forward the following three policy suggestions: first,all localities should continue to increase investment in education at all levels and improve the education and training system;second,relax the restrictions on the flow of talents and optimize the talent structure;third,based on the national regional division of labor,optimize the economic development path according to regional endowment conditions,and improve the contribution of local education human capital.Promote the benign development of the economy,so as to narrow the gap between the rich and the poor between regions.
