With the deepening of the Collaborative development of Jing Jinji Region,sharing the foundation educational resources in Jing Jinji Region has been the common understanding by the form of intergovernmental cooperation and collaborative governance to solve regional education collaborative development.The sharing of basic educational resources in Jing Jinji Region is not only a way to improve the overall quality of education in the region,but also related to the achievement of coordinated development of education in Jing Jinji Region.At present,the basic educational resource sharing of Jing Jinji Region is still in the exploratory stage.According to the plan of the basic public service sharing system of Jing Jinji Region coordinated development program in 2030,the problems existing in the sharing of the three foundation educational resources should be urgently solved and a long-term sharing mechanism should be established.Under the guidance of the theory of collaborative governance and the theory of intergovernmental cooperation,this paper analyzes the present situation of the allocation of foundation education resources in Jing Jinji Region,and analyzes the intergovernmental cooperation policy,object,motivation and ways of the sharing of foundation education resources in Jing Jinji Region.Through the analysis of the sharing status,it is found that there are some problems in the current sharing,such as lack of sharing consciousness,lack of sharing top-level design,imperfect sharing mechanism and lack of sharing dynamic monitoring and evaluation system.The main reasons are social and historical factors,administrative system factors and interest competition factors.Therefore,this paper proposes to strengthen the sharing consciousness of the shared subjects,improve the relevant supporting policy system,improve the top-level design and break through the existing ways of sharing. |
