The vicissitude of a country lies in education.And compulsory education is the foundation of the whole national education system,whose development is directly related to the basic project of the great rejuvenation of the Chinese nation.With the deepening of educational reform,the basic education in China has achieved fundamental development.In the new era,19 th CPC National Congress proposed to promote the integrated development of urban and rural compulsory education,which puts forward new requirements for the balanced development of compulsory education in China.Guangxi is a special region inhabited by many nationalities.Therefore,the situation of balanced development of compulsory education in Guangxi not only affects the modernization of education of its own,but also directly influences the comprehensive development of the urban and rural integration in compulsory education in China.As the special region connecting urban and rural areas,the rural-urban fringe zone has complicated personnel structure,occupation structure and management relationship,and its issue of balanced development of compulsory education is prominent and special,which imposes new challenges to the balanced development of compulsory education in Guangxi.Therefore,to carry out a study on the balanced development of compulsory education in Guangxi’s rural-urban fringe zone is of great significance to accelerate the development of education in Guangxi so as to promote urban-rural integration of compulsory education and realize the high-level and balanced development of compulsory education in our country.This paper takes Jiangnan District,Nanning City,Guangxi Province as the research object,which is a typical rural-urban fringe zone,applies methods of literature analysis,field investigation,data analysis,etc.,and conducts the research under the guidance of system theory,pedagogics,ethnology,etc.,based on the analysis of the existing research results and practical experience.The structure of this paper consists of five parts.The first part expounds the background and significance of the subject from both theoretical and practical aspects,briefly introduces the basic contents and methods of this study,and defines the basic concepts.In the second part,the author reviewed the existing policies on compulsory education,based on which an analysis was conducted on results and the status quo of the balanced development of those policies in Guangxi,Nanning and across the whole country.The third part mainly analyzes the basic situation of the balanced development of compulsory education in the selected rural-urban fringe zone through the data analysis based on investigation,referring to the relevant indicators of the balanced development of compulsory education.The fourth part probes into the problems and causes of the balanced development of compulsory education in Guangxi’s rural-urban fringe zone under the guidance of the theory of balanced development of compulsory education,which lays the foundation for putting forward the basic strategy of promoting the balanced development of compulsory education in Guangxi.The fifth part proposes constructive strategies to facilitate the balanced development of compulsory education in the rural-urban fringe zone of Guangxi in accordance with the reality of the development of compulsory education in Guangxi,to meet the requirement of compulsory education in the new era.
