With the development of our educational undertaking, it put forward new and higher requirements for teachers. Also teachers’ professional development is more and more focused on in our country. Teachers’ professional development refers to teachers are constantly learning of new knowledge and new skills to improve their comprehensive level and the professional quality. Professional development for teachers is a very important growth process. It can help teachers improve themselves and competence. However, by the actual conditions and work pressure and many other factors in our many rural-urban fringe zones, there are some problems of professional development in elementary and secondary schools. The professional development varies widely. And then it quite affects the development of the local primary and secondary school education and it is not good for the local improvement of teaching level.On the basis of existing study achievement, following the principle of combining the theory and the practice, the article carries on the thorough study and rethinking on the teachers’ professional development in elementary and secondary school in rural-urban fringe zone of Qinhuangdao. The paper firstly explains and defines the two basic concepts- the urban-rural fringe and the teachers’ professional development. The paper introduces the theoretical basis of this study and studies its realistic condition. By collecting relevant information and combining with the related data provided by the local education department staff at all levels, the paper states the existing problems of the teachers’ professional development in elementary and secondary school in rural-urban fringe zone of Qinhuangdao from four aspects, which are the teacher groups, the consciousness of teachers’ professional development, environment for professional development and the way of professional development. And the paper focuses on analyzing the reason that influence teachers’ professional development in this region. Discussing social environment, educational management and teachers’ self-development, the paper puts forward some effective solutions such as creating good social environment, establishing and improving the education management system and bettering the consciousness and the development ability of teachers’ professional development.
