Study On The Campus Security Management Of Primary Schools In Urban-Rural Integration Areas Of Shenzhen City

At current stage,the security accidents on domestic campuses are frequent,which sounds the alarm for the campus safety management.In response to this situation,China has continuously introduced regulations and systems concerning campus safety management.At the same time,it also implements the accountability mechanism for campus security accidents.It requires governments at all levels to attach great importance to campus safety management issues and reduce the probability of campus security incidents.However,these efforts have not fundamentally reversed the current situation of campus security accidents.The reason is that the current campus security governance system is not perfect and the governance capacity is not high.Solving the issue of campus security governance is an inevitable requirement for the continuous improvement of the modernized management system and governance of the country in the new era.This research is guided by the theory of education public governance,citizen rights theory,public goods theory,and Heinrich’s Law.The campus security of primary school in the urban-rural integration area of Shenzhen is the object of research,and with the help of literature analytical method,social investigation method is mainly used to conduct surveys to understand the reality of campus security governance of primary school in urban-rural integration area in Shenzhen.The study found that there are still accidents involving student deaths,bodily injuries,bullying,food poisoning,infectious diseases,etc.,and students’ fear of school attendance,away from home,and sexual abuse cases such as psychological infringement cases,there are things such as student property damage,property blackmail incidents,property stolen events and other property damage cases.In addition,the reasons for the in-depth analysis of these recent causes were discussed.The specific reasons were that the primary schools in urban-rural integration areas did not perform their duties in safety management,the campus modernization system was not perfect,the responsibilities for multiple managing entities were not clear,and the governance linkage mechanism was not in place,the governance evaluation system is irrational,and the protection of the legal system is inadequate,etc.This article proposes measures to strengthen the management of primary school campus safety in Shenzhen City: The first is to improve the ability to manage campus security in primary schools by combining campus safety management team construction,hardware construction of security,security check ―one-vote veto‖ system,prevention and control of infectious diseases,food safety management,and safety education.The second is to clarify the responsibilities and obligations of the relevant government departments,schools,parents of students,communities,social organizations,and other governance subjects,and build a modern system for the primary school campus security governance in the urban-rural integration area.The third is to establish joint cooperation mechanism of primary school campus security governance in the urban-rural integration area from the following three aspects: formulating the joint common goal of building a safe campus,jointly managing and sharing,establishing a joint security system for campus security with the core at primary school in the urban-rural integration area,and advancing the joint management mechanism of the problem-oriented campus security project.The fourth is to promote campus safety management assessment from aspects such as the third-party professional assessment mechanism for campus security issues,third-party professional evaluation mechanism for campus security governance,third-party professional evaluation mechanism for government-affiliated campus security governance,and third-party professional evaluation mechanism for community campus security governance.These assessments are independent from management and the assessment results are linked with salary.Fifth,we will promote the legislation on campus security governance by formulating school campus security regulations on the enforcement of negligence punishments,advancing the laws and regulations that stipulate the responsibilities and penalties of the relevant government departments on campus security management,and advancing the provisions of the legislation concerning penalties for parental and community campus security remedy,etc.
