Research On Campus Security Management In Primary And Secondary Schools From The Perspective Of Public Governance

Sample survey of some primary and secondary schools in Yunnan Province showed whether it is the government, society, school, or the parents and the students are "act of their own free will" in campus security management. It is difficult to form a integrated security management system, which can not be excluded from the root of campus security risks.In this context, the application of the theory of public governance is particularly important to the primary and secondary schools’ security management.This paper will apply the theory and methods of cooperative governance and crisis management to research on “how to build the legal system and the institutional system and find out the cooperation path in campus security management”.To explore how to integrate the existing resources, to strengthen campus security management in primary and secondary schools in Yunnan province and to put forward countermeasures and suggestions.In the perspective of public governance, it needs the society, parents, students, schools and government departments to work together to improve the campus security management of primary and secondary school.As the environment for the children’s growing up, on the one hand, the society should advocate a kind of social atmosphere that caring for the primary and secondary school students, caring for the security of primary and secondary school students;on the other hand, the society should develop the economy to reduce the number of left behind children.As the first teachers of children, parents should be appropriate to apply the theories of the life education in the process of educating their children, parents should also actively cooperate with the school security education to be a good demonstration effect for their children.Students themselves should not only improve their security awareness, but also enhance their ability to cope with security problems;As the main body of the formal education, the school should bear the responsibility to ensure the students’ securityOn the one hand, the schools should improve the hardware conditions, such as strengthening infrastructures, increasing the number of fire fighting equipment, employing additional life teachers of, hiring professional security personnel; On the other hand, the school should improve the security education, set up reasonable security emergency plans, improve the abilities of security management of the life teachers, establish and perfect the working mechanism of managing campus security in collaboration with other relevant government departments.Relevant departments of the government should establish a sound system of laws and perfect the system of managing the campus security of primary and secondary schools. At the implementation level we should establish a cooperative governance model, in which the county government plays the main role, and the other relevant departments of the government cooperate with it efficiently.
