Britain is the cradle for the first industry revolution.Due to the great importance to the gentleman education and neglecting vocational education causes the vocational education in Britain developed very slowly and lagged behind the other countries.But since1980s,British government realized the importance of vocational education,so they established the National Vocational Qualification System(NVQs),its vocational education has gradually become the model of its kind in the world.By comparison,the NVQs in China taken shape initially,for the direction of the NVQs is still in the continuous exploration and in great need of the guide of advanced theories.we should fully understand and learn from the advanced experience of other countries based on the national conditions.In this paper,through a large number of the relevant literature on accessing to the system of vocational qualification certificates of Chinese and British,through a comparative analysis of the two,a intensive study of how to improve the occupation qualification certificate system in china.involved and learning and absorbing the advanced experiences from the other countries.So it is significant in theory and practice to further compare the system of NVQ between in China and Britain.Under the guidance of the theory of vocational education internationalization and localization,vocational education practical theory,career development theory and comparative education theory.in the first step,through the literature method,analysis of the NVQs in the development,legal system,policy implementation,training system as well as the use and management the certificate.Secondly,through the comparison analysis of Chinese,Britain law system,policy implementation,training system as well as the use and management the certificate;then on this basis,summarizes the characteristics and the experience of the system in UK:The last,based on those researches,the author try to put forward five advances respectively:first,nation law level.second,government level.Third,the enterprise management level;Fourth,certificate exchange mechanism level.Fifth,certificate of international mutual recognition level.the author hope that those advances based on the comparison of Chinese and Britain,for our country to further improve and reform the system of vocational qualification certificates to provide some reference.This innovation of this paper lies in:first,for the first time,according to the theory of vocational education internationalization and localization,vocational education practical theory,career development theory and comparative education theory as the theory basis of this study;secondly,from the angle of outside and inside,study the correlation of vocational education and professional qualification certificate system;using the method of main forces,from different forces,respectively nation level,government level,the enterprise level and certificate level to compare,and based on this,the authors make suggestions to improve the NVQs of china.
