With the development of the basic education of China,Special Post Teachers Project,which is the alternative policy of "rural substitute teachers" and Community Sponsored Teachers,has eased the requirement of teachers in rural primary and secondary schools since its implementation.There is no doubt that Special Post Teachers Project aims to solve the contradiction between the educational resources and educational requirements in remote mountainous areas,improve the educational quality in rural and remote mountainous areas,alleviate the unreasonable teacher structure,stable the teachers groups of remote mountainous areas,inject vitality to rural education in remote mountainous areas.Remote mountainous areas are geographic remoteness,and living conditions are difficult,also material life and spiritual life is relatively scarce,which lead to teachers didn't root and work in remote mountain schools.The backward educational management and educational concepts are the main reasons why outstanding graduates are not interested in remote mountainous schools.low teacher salaries unable to retain qualified teachers in the remote in the mountain schools;part of the teachers are graduates of non teacher professional identity.Acording to the statistics,male teachers occupation identity is lower than that of female teachers,teachers with bachelor degree lower than the specialist qualifications of teachers.They are lacking of occupational identity,which lead to instability of teachers groups,resulted in the loss of Special Post Teachers.Acording to observation,it is difficult for Special Post Teachers to integrate themselves into the ethnic minority areas,especially in remote mountainous areas.Because of the difficult communication,different living habits,Special Post Teachers would encounter a lot of difficulties in living and working in minority areas.rural primary school in remote mountainous areas need special teachers with general teaching ability,professional teachers will probably not able to suit it.The Special Post Teachers who teach knowledge that they did not acquire would feel useless of their knowledge.And they feel they can not achieve their self value.So it leads to the loss of partial Special Post Teachers.All of these will affect the policy validity of the implementation of Special Post Teachers Project.The survey found that the main factors which influence the validity of implementation of Special Post Teachers Project are:wage level,teacher's teaching attitude,interpersonal relationship,and the local welfare benefits,which involve teachers in all aspects,meanwhile these are the topics which Special Post Teachers are most interested in.
