Cultivate talents is the central work of colleges and universities.The basic teaching organization is the real organizer and executor of the talent training and teaching activities.It is the basic unit of the teaching activities,and plays an important role in improving the teaching quality and level.At present,the weakening of the basic teaching organization has become one of the important reasons for the decline of the quality of teaching in Colleges and universities.Department of universities as an important base for improving the teaching organization,teaching in Colleges and universities in China and the quality of personnel training has made important contributions,in the current decline in the quality of university teaching situation,how to make the department of center of gravity and correct regression play its functions have become the focus of scholars.The Teaching and Research Group in China has experienced the introduction and exploration,stability and development,stagnation and recovery,development and decline of several stages.Based on the important role in improving the quality of higher education in China’s universities,the study use the system and contingency theory of organization management theory as the research framework to explore the dilemma of the development of the Teaching and Research Group.Influenced by the reform of university management system,the Teaching and Research Group has been facing with a difficult situation in recent years:the goal and value system of position and responsibilities are not clear;technology system function weakening,rigid social psychology activities;lack of communication system,organization structure loose;the whole system imbalance;the management system of responsibility is unknown,lack of system.According to the theory of management,this study proposes the department should be clear positioning,deepen functions,create culture,optimize the structure,improve the mechanism,contingency system and so on,in order to promote the development of the Teaching and Research Group.
