In the process of studying the usage efficiency of human resources in the universities, many scholars contend that there are the following factors leading to the low efficiency of human resources in the universities: the dislocation of educational property rights, multi-level entrust relationship, the wrong manipulation structures within the universities, the degradation of teachers' morality, and so on. However, through the research, the author found the problems existing in current universities, like the dislocation of educational property rights, required a long term to resolve. Yet, under this circumstance, many universities developed fast and made great contributions to the development of society and economic. Therefore, the author maintains that the reason for the low efficiency of human resources is the low efficiency of stimulation systems.This thesis first analyzed the human resources in the educational resources in the view of the usage efficiency and the usage efficiency of educational resources. After having analyzed the present research situation about human resources in the university, we proposed that the main reason for the low efficiency of human resources lies in the stimulation patterns in the university. Second, we redefined the stimulation patterns, analyzed the present stimulation pattern and its problems, and suggested establishing the new stimulation patterns, including the hard-soft stimulation pattern, the soft-hard stimulation pattern and the mixed stimulation pattern. Third, we divided the universities into three types—the research-oriented university, the application-oriented university, vocational university—on the principles of the level of the talented training, the ability of innovation and the structure of teachers' resource. On the basis of this kind of classification, we researched the different types of the university in order to realize the matching between the stimulation pattern and the teachers' resource because the teachers' resource in the different types of the university is quite different. Finally, after having analyzed whether the three types of the university matched the three stimulation patterns, including the matching between research-oriented university and soft-hard stimulation pattern, between vocational university and hard-soft stimulation pattern and between application-oriented university and mixed stimulation pattern in the view of the contingency theory, we concluded that the use of the contingency theory can help to improve the usage efficiency of teachers' resource in the university.
