Compulsory Education involves the vital interests of thousands of households and the national talent development strategy.In 2014,General Secretary Xi Jinping stressed that "there is no reason not to do good education in Fujian Province" "Pay attention to the balance of educational resources." In 2016,Fujian Province became the seventh province whose all counties(cities,districts)had passed through the"national inspection" of Balanced Development of Compulsory Education,which is an important milestone in the history of education in Fujian Province.Balanced Development of Compulsory Education is a long-term and arduous task,which can not once and for all.Although Fujian Province is a coastal developed province,but the feature "eight tenths of the mountain,one tenths of the water and one tenths of the field" is obvious,between regions,especially between urban and rural development gap.After the basic Balanced Development of Compulsory Education has been realized in the county,the demand of quality education for the masses is stronger than in the past.Need to achieve the change from the focus on the hardware configuration to the focus on the development of content and quality improvement,promoting compulsory education to achieve a wider range,more equitable and higher quality balanced development.With the methods of data analysis and other methods,this article focuses on"what is Balanced Development of Compulsory Education,the present situation of Fujian Province,what problems exist,how to solve the problems" to start research.The first chapter of the paper introduces the background and significance of carrying out the research,and summarizes the theoretical research and practical experience at home and abroad.The second chapter defines the relevant concepts,analyzes the integration of urban and rural education,public goods and educational equity theories.The third chapter briefly introduces the present situation of Balanced Development of Compulsory Education in Fujian Province.The fourth chapter analyzes the problems,including the irrationality of educational investment and quality imbalance,the uneven distribution of urban and rural students,the uneven quality of school conditions,the inter-school imbalance,the quality to be further improved and other issues and their phenomena.The fifth chapter analyzes the causes of the problems in the aspects of regional economic and social development,urban and rural dual structures,new urbanization,educational policy orientation,and so on.The sixth chapter,combined with the actual situation of Fujian Province,puts forward the goals and ideas through the transfer from the balanced development of county to the balanced development of the city,from the basic balanced to the balanced development of quality,the overall improvement of the quality of education and teaching ideas.And put forward specific countermeasures and suggestions such as the integrative development of Compulsory Education in urban and rural areas,achieving high-quality balanced development goals,improving the urban and rural funding guarantee mechanism,building a team of balanced urban and rural teachers,and constructing the "three in one" education supervision system of urging government,urging learning,evaluation and monitoring.
