Guangzhou Public Education Funding Adequacy

Over recent years,with China's sustained economic development and financial resources increased,the scope of the country's fund investment in education is steadily grow.Investment in education has become an important item of financial expenditure in our country.Guangzhou,as the national window opening to the outside world and gateway city.in accordance with the platform for medium and long-term education reform and development plan(2010-2020)set forth in the strong education city development orientation,The development of education in Guangzhou is bound to be based on the adequate funding for public education.This paper is based on the basic data of education funds investment in Guangzhou from 2008 to 2013,empirical analysis of the Guangzhou Municipal Education total funding,growth,public expenditure on education as percentage and level of all types of school health and education funding in the budget,compared with those of four other Center Cities.It is found that Guangzhou financial investment in education funding is moving forward in a healthy and stable way,However,in this comparison with four Center Cities,there is a large gap between total investment and budget fund for every student.In General,the Guangzhou Municipal Government funding for education efforts have improved,the Guangzhou municipal government needs to improve the enthusiasm and strength of investment in education.The paper is divided into five chapters:The first chapter is the introduction part.It introduces the related research background,the research methods,the related research literature review and the key concepts are defined by the introduction of the problem.The second chapter introduces the theoretical basis of adequacy.Three basic standards to measure the adequacy of regional educational funds are determined,They are the total amount of education funding,education funds investment to implement the "three growth" and "budget education funds accounted for the proportion of fiscal expenditure".The third chapter put “2008-2013 Guangzhou public education funds” into samples as the analysis object,From the second chapter to determine the adequacy of the three indicators,the longitudinal comparison of the same period in Guangdong province and the national data,in order to discuss the adequacy of government funding for education.In the fourth chapter,from three adequacy indicators,lateral compared to the same period in Beijing,Tianjin,Shanghai,Chongqing four center cities education financial input data.I come to a conclusion that public education funds has a big gap between the other urban centers input.The fifth chapter is the evaluation of the adequacy of public education funds in Guangzhou in 2008 and 2013.Specifically,one is from the point of view of the total amount of investment,five years of Guangzhou city education funds investment amount by sustained growth,the average growth rate is 13%,but public education funds accounted for the index of percentage of total education spending in 2010 dropped to five center city's last name.Two is from the implementation of the three growth point of view,the implementation of the first growth situation is not ideal,two years is not standard."Second increase" and "third increase" implementation just passable.Three is the proportion of expenditure on education funding from the budget point of view,the annual average of more than 15%,but lower than the same period the level of Guangdong Province,in the five major cities in the average ranking of second.Paper through the empirical analysis,finally got "2008-2013 five years Guangzhou public funding for education investment is not sufficient" basic conclusion,Through the analysis of the reasons,it is proposed that the policy recommendations should be made clear objectives,the establishment of the budget supervision system,the transformation of the government's understanding,strengthen financial means and legislative means to protect and so on.
