A Study On General Social Worker Government Affairs Service Mode

With the development of social work,people began to realize the importance of social work on social services and social conflicts' resolving in recent years.During the two sessions in 2015,Li Keqiang emphasizes that we should strengthen social management and innovation and develop the professional social work in the report on the government's work.The local government has to explore new models of social governance,general social workers as a new concept raised in such a context.General social service model has become a model of governance innovation by introducing social work.The thesis has adopted social system theory and new public management theory,as well as methods of interview and observation.Based on an analysis of the literature of social work,I've pointed out general social work's professional road and requirements.By the reference to the origin and development of general practitioners,analysis of the reasons why general social workers appear and problems exist in the development has been made.Based on the practice of YaoHua General Administrative Service Center,the development of general social worker has been systematically expounded,including the setting of workers and places,four service models and the corresponding service process.Analysis of the model's advantages have been made,such as saving human capital,providing efficient service to make residents feel more about the government for the purpose of serving the people and so on.However,there are some unprofessional phenomenon and inefficiency in the process of general social worker operation.Therefore,the author has introduced the professional social work methods and case management models,trying to apply case management methods to general service process,by creating a two-way service process,defining general social worker,and improving the overall quality of general social workers to promote the healthy development of general social work services model.The innovation of this study is researching the general social work service modes,which is blank in the field of academic research.We can learn the operational logic of social worker from the studies of the general practitioner.Based on the research of professional social work,the author tried to comprehend the knowledge structure and professional ability of general social workers.Based on the practice of YaoHua General Administrative Service Center,the advantages and disadvantages of general social work services have been analyzed.Combining the background of the administrative service center' reform,the author studied the general social work service mode,operation process and the improvement measures.The author hoped that through skills and professional knowledge of case management,we can make up for the deficiency in general service,improve the level of general government affairs service and establish a standardized service mode.
