Research On Management Of Floating Population In Shanghai Putuo District

Since 30 years reform and opening up, China's social structure has experienced a dramatic and profound change, the influx of floating population city. On one hand, the severe and profound change brings great vitality to the city; On the other hand, it also triggered a series of deep-seated social contradictions and problems. From 1982 to 2014, the number of floating population in China has increased from 6.57 million to 2.53 million, and the floating population will continue in a growth trend. Undeniably, the floating population has contributed a lot to the city's construction, and enriched the labor. However, the large number of floating population and the disordered influx not only limit the development of the city, but also bring a serious challenge to the city's public resources, social security, food safety, and the appearance of the city. The traditional static registration management model has been unable to meet the management of floating population of current society. Therefore, the research on the new mode of management of the floating population problems from the perspective of social management has become imminent.As China's economic center, Shanghai attracts a large number of floating population into the city every day. Putuo District is located in the northwest corner of the urban area of Shanghai. As a large district of manufacturing in urban area, Putuo District has also been plagued by the influx of floating population. Facing the problem of floating population, Putuo District took the lead in the innovation of social management mode, combining the localization management mode of household registration management and dynamic static phase. On one hand, through improving the ideological understanding to improve work efficiency; On the other hand, through the innovation of management mode and method to strengthen the management of floating population and get good management effect. This thesis takes the main thread of "Putuo District management mode of floating population, strengthening the management of floating population to promote the Putuo District construction, and Putuo District management model for the city model", including the analysis of the current situation and characteristics of the floating population, and the effect to city.The main points of the dissertation is to extent the mode of floating population management of Putuo District, and to provide suggestions for the management of floating population in bigcity in China. The management of the floating population should use more humane means,improving the quality of floating population by introducing a higher threshold, and strengthening the management of the floating population, so as to safeguard their rights and interests.
