| Community is the most basic unit of urban governance,and the foundation of the national governance system is community governance.It refers to the governance of all specific affairs in the community public category,and it also applies governance theory in the community field in practice.With the acceleration of China's urbanization process,the expropriation of farmers' land to integrate land resources and improve their living environment,the centralized resettlement of farmers has become an irresistible trend.The more rapid the development of industry and urbanization,the more concentrated resettlement areas for farmers.The peasant concentrated settlement area is in the middle stage between the urban community and the rural community,showing the characteristics of transition and development.On June 12,2017,the CPC Central Committee and the State Council issued the Opinions on Strengthening and Improving Urban and Rural Community Governance,which is a programmatic document on urban and rural community governance at the national level for the first time since the founding of the People's Republic of China.In the same year,Chengdu municipal government issued the Opinions on Further Promoting the Development and Governance of Urban and rural Communities to Build high-quality,Harmonious and Livable Living Communities.In 2018,the CPC Sichuan Provincial Committee and the Sichuan Provincial People's Government issued the Implementation Opinions on Further Strengthening and Improving Urban and Rural Community Governance,which put forward 13 key tasks in light of the actual conditions of the province.In the same year,Chengdu successively issued a series of supporting documents on the original opinions on the development and governance of urban and rural communities,and further enriched the 30 articles on the development and governance of urban and rural communities into a "1+6+N" policy system.In 2020,Chengdu will once again issue the Opinions on Deepening and Improving The Governance of Urban Residential Communities.On the institutional set-up,on September 2,2017,chengdu Municipal Committee of the Communist Party of China(CPC)held a conference on urban and rural community development and Governance,at which the Chengdu Municipal Committee for Urban and Rural Community Development and Governance was formally established,referred to as the Social Governance Committee.This is thecountry's first functional department on the development and reform of community governance.Dongyue Huayuan community in Dayi County takes "serving new targets and solving new problems" as its target,adheres to the guidance of party building as its core,smart governance as its starting point,and diversified participation as its approach,and establishes the model of "one nucleus,three activities and three changes",which effectively promotes good governance in the community.This paper takes this case as an example and comprehensively USES literature,interviews,case studies and other methods to discuss in detail the background,data sources,specific practices and main effects of this case.By new public management theory,theory of good governance,civil society theory from three aspects to carry on the analysis,first of all from the residents autonomy factor analysis,through the model leading hatch,build platform,social organization and the organization,cultivate residents mean four aspects,it is concluded that with the government to keep the benign interaction,rich experience consultation mode,the rule of law as a support.Then,from the analysis of smart governance factors,through providing smart health care services,building smart community demonstration sites,and developing functional APP,experience is gained in promoting the construction of smart community,combining it with community elderly care,using big data,and broadening the governance path.Finally,from the analysis of the driving factors of the rule of law,the experience of building a "non-lawsuit community",building three platforms and guiding residents to learn the rule of law.Thus,the enlightenment of promoting the governance of farmers' centralized resettlement areas can be drawn from three aspects,including strengthening the residents' self-governance ability,enriching the carrier of community governance,and improving the community governance system and working mechanism. |
