Study On Problems And Countermeasures Of Comprehensive Administrative Law Enforcement In F Town Of Y City

Since the reform and opening-up,China's economy has developed rapidly,a large number of towns and townships have grown rapidly,and some economically developed towns and townships are moving towards a new type of small cities.This requires township governments to implement township governance in the form of urban governance,it objectively requires the towns to innovate the way of supervision and improve the ability and level of law enforcement.While China's traditional division of Administrative Law enforcement functions is top-down,local governments at the State Council,provincial and municipal(county)levels have established corresponding functional departments,and the authorization of laws and regulations for administrative punishment is also specific to the corresponding functional departments of the government,the large number of law enforcement agencies and the small number of law enforcement personnel and their insufficient strength have led to the concentration of law enforcement in urban areas and the marginalization of township law enforcement.Promoting the comprehensive administrative law enforcement system,improving the law enforcement procedures,strict law enforcement responsibilities,strict norms,fair and civilized law enforcement has become the key to the sustainable development of villages and towns.In this paper,as a small city to cultivate the town of the town f town comprehensive administrative law enforcement as the research object.Under the background of deepening the comprehensive administrative law enforcement reform,the comprehensive administrative law enforcement in F town of y city is deeply studied.As the grass-roots government facing the society and the masses directly,it involves many and miscellaneous management matters,and has a long way to go in administration according to law,so it has important practical significance and actual effect to carry out comprehensive administrative law enforcement.In this paper,by using the methods of Literature Research,Case Analysis and comparative analysis,the author analyzes the measures,achievements and problems in the process of comprehensive administrative law enforcement.On the basis of the experience of the reform of comprehensive administrative law enforcement in villages and towns,the focus is to learn from the measures and experiences of the comprehensive administrative law enforcement reform in developed countries such as Germany,the United States,Japan and the domestic cities of Zhangjiagang,Phoenix town,Zichuan District,Zibo,and Zhuangzhai town,Cao County,Heze,this paper puts forward some feasible suggestions on how to promote the comprehensive administrative law enforcement in F town from the aspects of team building,terms of reference,boundary of duties and responsibilities,coordination and cooperation between departments,public participation and supervision mechanism.It is hoped that by taking the comprehensive administrative law enforcement of F town in y city as an example,it can provide reference for other towns to promote the reform of comprehensive administrative law enforcement,and make the reform of comprehensive administrative law enforcement of villages and towns in China more operational,sustainable and innovative.
