"With long-term efforts,socialism with Chinese characteristics has entered a new era,which is a new historical juncture in China’s development," Xi said in his report to the 19 th National Congress.After the 19 th National Congress of the COMMUNIST Party of China,with the new changes of social and ecological environment,the new era has put forward new requirements on the quality and efficiency of government departments’ public management and the quality of civil servants.Complete collection and management system reform of tax authorities,in the face of the new era of new requirements on new responsibilities,new institutions and new situation of the construction of the socialist market economy,how to cultivate a good political quality,professional,high comprehensive quality of tax cadres,to complete the institution after the merger of work tasks,better performance of the functions,achieving high quality new cross,promoting the modernization of the new era of tax is particularly important.For a long time,the State Administration of Taxation has attached great importance to the training of taxation cadres,and has made many explorations in policy formulation,organization and management and put them into action,with great results achieved.However,due to the complexity of the work of grassroots tax authorities,facing taxpayers(payers)and other factors,the training of civil servants still has some shortcomings.Taking G County Tax Bureau as the object of study and guided by the theory of public management,this paper aims to study the training of G County tax bureau’s civil servants from the perspective of grassroots tax official training and through literature research,questionnaire survey,interview and case method.In order to improve the training mechanism and realize the mutual development and promotion between tax authorities and civil servants,this paper tries to put forward some Suggestions for optimizing the training of grassroots tax civil servants.According to this study,the main problems in the civil servant training of G County Tax Bureau are as follows:The training concept is not forward-looking enough.Training objectives lack specificity.The training content is not well targeted,The training methods are traditional and unitary.the distribution of training opportunities is not balanced,the training effect is not ideal and the guarantee of training resources is not effective.Thinking deeply about the causes of the problems,the author believes thatthe weak ideology of the training decision-makers,the deviation of the concept of the training organizers,the perfunctory mentality of the training implementers and the lack of motivation and passion of the trainees are the reasons belonging to the ideological level,and also the most fundamental reasons.In addition,the imperfect system and mechanism and the inadequate implementation of the system,specifically,the lack of comprehensive analysis of training needs,the lack of strict implementation of training management and quality assessment mechanism,and the imperfect training incentive mechanism are also another obvious factors that lead to problems in the training of tax civil servants.However,the lack of tax culture and learning atmosphere in the external environment of the system further affects the establishment of a good learning concept for tax officials,which leads to the lack of internal motivation for training and thus affects the training effect.In view of this,The author puts forward seven measures and Suggestions for optimizing training,such as establishing scientific training concept,formulating reasonable training objectives,carrying out targeted training contents,optimizing training methods,comprehensively analyzing training needs,perfecting training mechanism,and improving training resources.in the hope of providing reference for improving and perfecting the training of grassroots tax civil servants.
