With the development of society and the economy,fundamental changes have been witnessed in the social structure and increasingly acute problems have been noticed in the psychological state of China’s public servants,which also has attracted attention from society.The civil servants at the grass-roots level are undertaking unshakable social responsibility as the direct manager and performer of an array of government’s principles and policies.However,under the combined effect of external social factors and internal private factors,some changes have been seen in the mental state of grass-root public servants,leading to certain psychological health problems.By taking the grass-root public servants in Wenling city,Zhejiang province as the study object,this paper has referred to a volume of document literature and is unfolded by following the order from "Analysis of Relevant Theories,Analysis of Existing Problems,and to Analysis of Suggestions and Solutions." The questionnaires applied in this study have been designed on the basis of the theory and method of psychological health.With the combined application of questionnaires and interviews,the researcher investigated the mental state of those grass-roots civil servants in Wenling city,studied their occupational pressure and psychological health state,and analyzed the potential reasons.After the analysis of these questionnaire results by employing the statistical analysis software of SPSS and based on the information collected from the conversazione,three main fundings have been summarized as follows:(1)The scores for each SCL-90 item of the grass-root civil servant in Wenling city are higher than that of the national norm and items such as interpersonal sensitivity,depression and anxiety have gained relatively higher scores,which means this group of people has shown symptoms of psychological health problems to some extent.(2)Besides,the scores of each SCL-90 item display disparities in terms of the variables,including positions of different levels,gender,and age.That is to say,the overall psychological health state of people in a certain position is superior to the average level,the psychological health state of female civil servants is better than that of male civil servants,and grass-root civil servants aging from 36 to 45 have more serious psychological health problems than others.(3)Generally speaking,the grass-root civil servant in Wenling city shares common problems,for instance,sub-health,frequently-occurring occupational diseases,heavy workload and pressure from the lack of sense of accomplishment.The innovation of this study lies in the empirical study especially targeted at the psychological health status and pressure of the special group of grass-roots civil servants in Wenling city and the analysis of causes for these psychological health problems from the three dimensions of individual,organization,and society.In the meanwhile,starting from both the real situation of their work and the psychological health problems and causes of those grass-roots civil servants,the researcher puts forward the corresponding solutions and suggestions.Individually speaking,they are supposed to build up their professional quality,properly control the negative sentiment and make the career plan in a scientific way.From the perspective of the organization,an effective incentive mechanism needs to be established and the promotion system should be further improved,creating a working environment where rights are equal to liabilities.And regarding the social environment,public expectations should become more reasonable,the social bias be eliminated,the related positive publicity be carried out.
