Countermeasures For Harbin To Promote "Internet+ Government Services"

In the context of economic globalization and the rapid development of “Internet +”,the mobile Internet model has gradually entered millions of households,becoming a necessity for people's life,work,leisure and entertainment but it has also brought new challenges to government services.The “State Council Government Work Report”for the first time proposed the “Internet+”action plan in 2015,which required the promotion of the deep integration of the Internet,big data and cloud computing models with traditional industries.Heilongjiang Province builds the network Longjiang in accordance with the overall requirements of national deployment and in combination with its own situation.The Heilongjiang Provincial Government formulated and issued the “Thirteenth Five-Year Plan for National Economic and Social Development of Heilongjiang Province”in 2017.As the capital of Heilongjiang Province,Harbin City launched a publicity campaign in 2017 to bring “Internet+government services” to millions of households.It also successively issued policy documents such as the“Report on Further Improving Harbin Municipal Affairs Service Government Work”and“Harbin City Accelerating the Work Plan of Internet+Government Affairs Service”and other policies which will deepen physical reform as a development goal,thereby further improving the Harbin municipal affairs service platform Influence.Based on the above background taking Harbin “Internet + government service” as the research object,using literature research,investigation and research methods and comparative analysis methods,this article summarizes the current situation of Harbin “Internet+government service”.It is found that there are still some problems in the current development process of“Internet + government service” in Harbin which are specifically manifested in the weak concept of “Internet + government service”,the lack of top-level design of the government service platform,the weak interaction between government and civilian platforms and the use of platform operations.Reasonable,there is a security risk in government affairs information and its causes such as the relatively backward ideology of office workers,flawed technical level,poor public participation and experience,formalism in platform construction and lack of a professional supervision system.The comparative analysis method is used to compare the successful experience in promoting “Internet + government services”at home and abroad,draws several useful enlightenment,such as strengthening the operation and construction of the network government affairs platform,focusing on the user-oriented model and promoting an integrated service-oriented government construction,establishment and improvement of relevant laws and policies.Based on this,in view of the problems existing in“Internet + government service”in Harbin,it is proposed to establish a service concept based on“Internet +”,attach importance to and strengthen the top-level design,deepen government-civilian interaction,improve the content construction and strengthening of the government affairs platform.Suggestions on network office information security and other countermeasures.
