The urbanization is a path to our country’s economic development,so we must push it forward.But the township government system can not meet the needs of current economic development and the development of urbanization.There are obvious problems of small power and large responsibility.They can’t provide perfect public management and public services.They hinder the economic and social development of villages and towns.The absence of traditional functions of township government has led to the prominent problem of small power and large responsibility.Villages and towns,as the grass-roots governments closest to the masses,not only fulfill the tasks assigned by the higher authorities,reflect the government’s purpose of serving the people,but also assume the important responsibilities of economic regulation,public service and social management,so their image directly represents the image of the government in the hearts of the ordinary people.But in the actual work,the function contradiction of township government is prominent.In the current legal system of our country,the county level is the executive subject of the administrative law enforcement power.There is no relevant authorization of the administrative law enforcement in the law in the township.The main way to exercise the power is through the document authorization of the superior government,which has no legal effect in fact.In addition,with the acceleration of economic development and urbanization process,people have more requirements on the quality and quantity of public services,but the authority of township government has not expanded.In this case,it has seriously affected the economic development and social progress of township and people’s satisfaction.Therefore,in order to match the functions and responsibilities of township government and promote the process of urbanization,several economically developed provinces in the southeast coast began to decentralize part of the management authority to township government after 2000.In 2010,the central government issued a document to promote 25 economically developed towns in 13 provinces across the country.In this paper,Guangdong Province,Zhejiang Province,Sichuan Province as a case study,through theoretical analysis,case analysis and other perspectives,from the perspective of the development process,the three areas of the expansion of power and strong town reform to sort out,analyze the main content of the three areas in the expansion of power and strong town reform.By studying a series of research materials,we find the problems in the process of the reform of three areas.On the basis of the analysis of the causes of the problems in the three areas’ power expansion and strong town reform,this paper makes a horizontal and vertical comparative study to provide rational suggestions and reference for the township government to carry out the power expansion and strong town reform in the future.According to this idea,this paper is divided into five parts.The first part mainly introduces the research background and significance of the paper,and on the basis of combing the research results at home and abroad,selects the issues to be studied in this paper.Then it introduces the main research methods used in this paper.In the end,the innovation and shortcomings of this paper compared with the previous research are discussed,and more research should be done in the future.The second part mainly expounds the related concepts and theoretical support.This paper expounds the development process of township government,the internal meaning of expanding power and strengthening towns,and analyzes the main theoretical basis and tools used in the reform of expanding power and strengthening towns,including the new public management theory,the theory of organizational change and the theory of decentralization.The third part mainly introduces the background,policy basis and main measures of the three regions in Guangdong Province,Zhejiang Province and Sichuan Province,and then analyzes the similarities and differences in the process of reform.The fourth part mainly describes the positive effects of the three areas after the expansion of power,including: increasing fiscal revenue,promoting economic development;streamlining government institutions,improving administrative efficiency;improving infrastructure,promoting urban-rural integration.This paper summarizes the problems and difficulties encountered in the process of reform,including: increasing friction between counties and towns,hindering the decentralization of power,corruption caused by the expansion of power,and overstaffing caused by the expansion of redundant personnel institutions.Analysis of the deep-seated reasons behind these problems,mainly include: the relevant laws and regulations are not perfect,the legitimacy of expanding power and strengthening the town is questioned;the traditional administrative system and economic system are not matched,leading to the conflict of interest between all parties;the supervision mechanism and evaluation system of power operation are not perfect;the human affairs system is not perfect,and the establishment is disorderly expanded.It provides experience for the reform of expanding power and strengthening town in the future.The fifth part is mainly to put forward countermeasures and suggestions to the problems encountered in the process of power expansion and strong town reform,including: strengthening the construction of financial system;standardizing the operation mechanism of power;strengthening the construction of talent team;improving the internal and external supervision mechanism;formulating a scientific performance appraisal system.And put forward the path reference for the future reform of expanding power and strengthening town: the administration should be decentralized,the finance should be supervised,the talents should be diversified,the assessment should be flexible,and democracy should be developed.In order to achieve better success in the future
