Grassroots governance has played a cornerstone role in the national governance system.Promoting the improvement of township governance capacity is the basic project to realize the modernization of national governance.Since the reform and opening up,the township economy in the eastern coastal areas(especially in southern Jiangsu)has flourished.The original management system of some towns with rapid economic development has gradually exposed the problems of " small power and big responsibility " and " small horse pulling big cart," which restricts the sustainable development of such towns.Since the Third Plenary Session of the 18 th Central Committee of the Communist Party of China clearly stated that "for towns with a large population and strong economic strength,they can be given management rights that are compatible with the population and economic scale," the central government has issued a number of documents such as " Opinions on Promoting the Implementation of Law Enforcement Forces for Grassroots Integrated Approval Services " and " Opinions of the Central Committee of the Communist Party of China and the State Council on Strengthening the Modernization of Grassroots Governance Systems and Governance Capabilities " to promote the work of " strengthening towns and expanding power." Throughout the country,Zhejiang,Guangdong and other regions have taken the lead in trying the reform of ’ strong town expansion ’.In Jiangsu Province,represented by Xuxiake Town in southern Jiangsu,it has also embarked on a characteristic road of administrative system reform in economically developed towns.Z city in southern Jiangsu has experienced the reform of township management system,such as the reform of economically developed towns,the reform of relatively centralized administrative licensing rights in towns,and the work of grass-roots integrated examination and approval services and law enforcement forces.Focusing on the central idea of "strengthening towns and expanding power," it continues to delegate power to township governments,solve the problems that can be seen and not managed at the grass-roots level,and enhance the modernization level of grass-roots management.This paper uses the new public service theory,the bureaucratic system theory,the whole government theory and other theoretical tools,with the background of ’ strong town expansion ’ as the background,five towns in Z city as the research object,and horizontally compares the top-down implementation of various township management system reforms in Z city in the past ten years.Through interviews,research,data collection and other methods,it is found that Z city has initially constructed a simple and efficient organizational structure through the reorganization and setting of township institutions,and based on this,it is in the three levels of city,town and village(community).It has created an integrated grass-roots governance operation framework,relying on the three-level intelligent governance system,effectively improving the grass-roots governance capacity.However,in the current reform practice of Z city,there are some problems that need to be solved urgently,such as the great difference of power among towns,the lack of accuracy of decentralized authority,the stagnation of power operation and management,and the difficulty of playing the role of digital platform.The reason is mainly due to the large differences in the positioning of various reforms,insufficient preparation for research on empowerment matters,insufficient professional ability of grassroots personnel,and many obstacles to the new model.In view of the above,I summarize and propose to establish a dynamic adjustment mechanism for power matters,rationalize the relationship between the powers and responsibilities of the two levels of government at the municipal and township levels,cultivate a standardized and professional team to promote grassroots reform,and jointly promote the improvement of intelligent governance capabilities,trying to provide reference suggestions for the reform of township management system in Z city at the theoretical research level,and promote greater breakthroughs in practice.The research in this paper is specifically aimed at the reform of township management system.At present,there are few studies on horizontal comparison of various reforms,power list management and intelligent governance.It is expected that the results can provide a reference path for further deepening the reform of township management system in county-level cities of the same type as Z city. |
