| With the rapid progress of urbanization,some towns and townships with good natural endowments,advantageous geographical locations and developed industrial bases have developed rapidly and significantly enhanced their strength.However,under the traditional township administration system,the contradiction between these towns and higher counties is prominent,and they are in the situation of "big responsibility,little power and weak function".The reform of township administration system has become an urgent task in the process of urbanization.Since 2010,the issuance of the Notice on carrying out the Pilot Work of the Reform of the Administrative system in economically developed Towns has started the battle of the reform of the administrative system in towns and townships.The report of the Party’s 20 th National Congress in 2022 clearly supports the deepening of the reform of the administrative system,which provides strong support for the implementation of the pilot reform of "strengthening the town and expanding the power".At present,the implementation of strong town power expansion conforms to the general requirements of the national governance system,is an important way to improve the modernization of governance capacity,is an important means to strengthen rural governance,and is an urgent need for overall urban and rural development.Based on the service-oriented government theory,organizational change theory and flat management theory in public management,this paper adopts the literature research method and in-depth interview method through data statistics,material review,field research,in-depth interview and other methods.Zhalong Town,the only town in the central city of Qiqihar and the pilot town of the reform of "strong town expanding power",has made a deep,systematic and comprehensive investigation on the reform process of "strong town expanding power".Starting from the development and change of the relationship between district and town,according to the reform of Zhalong town,Tiefeng District,Qiqihar City,the effect,predicament and reasons of the reform are analyzed deeply,and the countermeasures are put forward in order to promote the development of town economy and realize the rural revitalization.The main contents and research conclusions of this paper are as follows:(1)Analysis of the difficulties and causes of Zhalong Town’s "power expansion".First,the execution of power is restricted,mainly reflected in the financial power and administrative enforcement power.Because Zhalong Town is a fifth-level government and a fourth-level finance,it is impossible to establish a Treasury,which limits the independence of financial power.Due to the lack of legal basis,can not exercise the right of compulsory execution,in the process of administrative punishment,there is a great difficulty in the disposal of objects that do not cooperate.Second,the decentralization of power is not thorough enough.Some district-level departments are reluctant to delegate power,leading to the township power to undertake not comprehensive,affecting the effect of "power expansion".Third,institutions and mechanisms are not sound enough.For "strong town expansion of power" to determine the target of detailed decomposition of tasks,responsibility to people,tracking efficiency,supervision,reward and punishment is not enough,there is no top-down,smooth connection of the work promotion mechanism.Fourth,the definition of power is not clear.For the lack of systematic sorting and optimization of administrative power,there is also a certain degree of deficiency in the content,prone to the phenomenon of "disorderly war" and "disorderly war",affecting the quality and efficiency of power operation.(2)Analysis of the typical empirical mode of the reform of "strengthening towns and expanding power".Through the study of the typical cases of "strong town expanding power" in and outside the province,the measures suitable for Zhalong Town "strong town expanding power" reform are summarized and refined to provide more reference ideas and paths for the solid promotion of this work.From the common point of view,to innovate the administrative management system,establish and improve the assessment mechanism as a breakthrough,improve the relevant work system,with the system to promote reform,promote the implementation of tasks.From the perspective of personality,through innovation to carry out a new working mode,in the integration of resource advantages,optimize the work process,improve the work links and other aspects,pay attention to the improvement of details,strengthen the service efficiency,improve the effectiveness of reform.(3)Suggestions on the reform of "strengthening town and expanding power".In view of the problems such as restricted execution of power,incomplete decentralization of power,incomplete system and mechanism,and unclear definition of power,the reform experience of "strengthening towns and expanding power" at home and abroad was fully drawn on,and the actual situation of towns and cities was closely combined.Laws and regulations were proposed to improve,provide legal protection,do a good job in undertaking power,and promote the standardized operation of power.It is suggested to improve the assessment mechanism,strengthen the construction of talent team,improve the financial system,strengthen the standardized operation of institutions,gradually straighten out the multi-party relationship,encourage multiple participation,promote the integration of public services,improve the supervision and guarantee mechanism,transform government functions,and build a service-oriented government. |
